How to get a prosthesis free of charge in Ukraine

Three days ago, the woman found out that her brother was seriously wounded on the front line and his leg was torn off. He is in one of the frontline hospitals, his condition is still being stabilized by doctors. But it is already obvious: a prosthesis will be needed. Where to turn, where to start? Another story: a civilian blew up a roadblock they had set up with local residents to stop the Russian military. Left without a leg. Benefactors brought him a prosthesis, which the man does not know how to use and on which he cannot walk. He asks if the prosthesis can be exchanged and how much it will cost? I heard these stories from people who called the government’s prosthetics hotline. Frankly speaking, being in the role of a government contact center operator is not easy. Every call is a pain and a request for help. The people who called, like the majority of Ukrainians, did not know that a high-quality prosthesis can be obtained in Ukraine absolutely free of charge. For this, you do not need to go abroad, you do not need to collect money, funds for prostheses are provided in the budget every year. The first thing I asked the callers was, “Where is the person who needs a prosthesis?” Its route depends on it. If the person is still in the hospital, you can contact a social worker and he will help you draw up documents for a prosthesis. In some hospitals, within the framework of the pilot project, social workers work as part of rehabilitation multidisciplinary teams. If there is no social worker in the hospital, you should contact the doctor with a request to invite a specialist from the territorial branch of the Fund for Social Protection of Persons with Disabilities. It is worth asking whether the medical facility has a memorandum with prosthetists-orthetists. If so, these specialists will also help to draw up the documents that are required for prosthetics. If the person has already been discharged from the hospital, you can contact the nearest TsNAP or the local social protection body and submit the documents there. And a few more important things to know: a military member does not have to wait for the establishment of disability to receive a prosthesis. A certificate about the circumstances of the injury from the commander of the military unit is sufficient. Three times more money is allocated for prosthetics for the military; the UBD certificate for the military is also not mandatory. If it exists, you can add; among the mandatory documents: the conclusion of the VLK – for military personnel, or LKK – for civilians; civilians affected by war also do not need a disability certificate to receive a prosthesis; people who received a disability not due to war are also entitled to a free prosthesis. However, an established disability is required to obtain it; the state covers not only the cost of the prosthesis itself, but also its maintenance and repair (if necessary); the maximum compensation for the cost of a prosthesis for military personnel is UAH 2 million. The amount is sufficient to ensure high functionality; a company for prosthetics can be chosen at its own discretion from 50 presented on the market. Their list is available on the website of the Ministry of Social Policy; the prosthesis needs maintenance, so it is best to find a prosthetic company in your region, and not go abroad; you won’t have to wait long for a prosthesis. On average – 30 days. Almost all components are made according to the designer’s principle. They are manufactured by leading international companies, and our prosthetists are absolutely free to purchase and use them; in Ukraine, there are more than 20 prosthetists who have certificates of the International Society of Prosthetists-orthetists and who have a high level of qualification; almost all prosthetists in Ukraine constantly improve their qualifications thanks to our international partners who come and help with complex cases of prosthetics; the only thing that is individual in the prosthesis is the receiver, which is made to order. It should be comfortable, needs periodic adjustment, and therefore it is very important for a person with a prosthesis to be in contact with a prosthetist. As our reality shows, with a prosthesis you can drive a car, do sports, climb mountains and do many other usual things. The question is also in mastery of mastery and internal motivation of a person.
