As the head of the Ministry of Education and Culture stated in an interview with Suspilno, he, together with the head of the education committee of the Verkhovna Rada, Serhii Babak, who also refused the degree, “checked their candidate’s papers themselves.” Commenting on the plagiarism scandal, the minister explained that he wrote his candidate’s thesis in 2010-2011, “when there were no plagiarism check tools.” He added that he wrote the work “quickly enough”. “I was the director of an extracurricular educational institution that received national status. At that time, signals were sent to me that there should be at least a candidate in the position – I had to defend myself. That is, I defended the candidate’s position for formal motivation, and not because a scientist who wanted to devote his career to science activity. Within 10 days, the department issues an order to deprive a person of a scientific degree. “In my case, the refusal does not undermine the institution of science. Statuses, as well as extra payments, should be acquired through science by those who are engaged in it,” Lisovyi added. It will be recalled that the court opened a case against NAZYAVO due to the termination of plagiarism checks in the works of Oksen Lisovoy and Serhiy Babak after they voluntarily renounced their academic degrees. The lawsuit was filed by NAZYAVO member and lawyer Mykyta Andreev, who asks the court to recognize the inaction of the National Agency in checking plagiarism in their works. He also demands that NAZYAO be ordered to immediately consider reports on possible facts of academic plagiarism, fabrication and falsification in the scientific works of Lisovoy and Babak. Lisovyi was the first to refuse the degree of candidate of sciences, and Babak was the first to refuse the doctorate. Subsequently, NAZYAVO suspended the verification of their dissertations, saying that the agency cannot verify the dissertation of a person who does not have a scientific degree. In May, the court opened an administrative proceeding regarding the declaration of illegality of the government’s decision on the voluntary refusal of a scientific degree. This means that the mechanism of voluntary refusal of a scientific degree can be canceled.
