Last year, violations of language legislation were found in 6 Ukrainian universities. This was reported by the Commissioner for the Protection of the State Language, Taras Kremin. “In order to protect the rights of Ukrainian citizens to study in the state language in 2022, the implementation of 6 measures of state control over the use of the state language in institutions of higher education has been completed,” he wrote. At the same time, the ombudsman reported that recently the Academic Council of Kharkiv National University named after Vasyl Karazin appointed the head of the Ukrainian language department and the deputy dean of the philological faculty for scientific work as a state language official. At the same time, at the South Ukrainian National Pedagogical University named after K.D. Ushinskyi is planned to elect his “language ombudsman” among the students. Taras Kremin appealed to the Ministry of Education and Science of Ukraine with a request to strengthen control over the observance of language legislation in institutions of higher and professional pre-higher education. “A significant part of the reports, appeals and complaints of citizens that are sent to the Secretariat of the Commissioner for the Protection of the State Language relate to cases of violations of the requirements of the Law in terms of the use of a non-state language during the educational process in institutions of higher and professional pre-university education,” the ombudsman’s letter says. “We insist on strengthening the control over universities and colleges regarding compliance with the language law. Ukrainian is the language of the free and intelligent!”, the Commissioner emphasized in a letter to the minister. The language ombudsman reminds that the provision of the first part of Article 21 of the Law stipulates that the language of the educational process is the state language. Teaching in Ukrainian in universities is also provided for by the first part of Article 48 of the Law of Ukraine “On Higher Education” and Article 46 of the Law of Ukraine “On Vocational Pre-Higher Education”.
