In Chernihiv, the UNESCO mission to record the cultural monuments destroyed by the Russians has started

The UNESCO mission started work in Chernihiv. It will take place during the week starting from October 30. Ukrainian and foreign experts will assess the damage to the monuments of cultural heritage, which the objects suffered as a result of Russian missile attacks a year and a half ago during the Russian army’s attack on the city and the occupation of a part of Chernihiv Oblast.

The purpose of the mission is to search and collect information about damage to historical and cultural buildings. After processing all the information, the mission representatives will create a plan for the rehabilitation of the damage.

The mission works within the framework of the project “Support to Ukraine in the field of culture and education through UNESCO: emergency response for world heritage and cultural values: damage assessment and protection”. Representatives of the International Council on Monuments and Landmarks (ICOMOS) and Ukrainian experts also joined the work of the mission.

In close cooperation with the International Council on Monuments and Landmarks (ICOMOS), an advisory body of the World Heritage Committee and an implementing partner of the project, UNESCO aims to support the development of a plan for the rehabilitation of the historic center of Chernihiv, including the territory of the object included in the Preliminary List of the world heritage of Ukraine in 1989 under the name “Historical center of Chernihiv, IX-XIII centuries“, stated in the message of the ICIP.

What sights will be explored in the UNESCO mission

The constant barrage of rocket attacks caused enormous damage to the Ukrainian cultural sphere. According to the 1954 Hague Convention, the deliberate targeting of cultural and religious sites that are not military targets is prohibited by international humanitarian law.

According to the latest data from the Ministry of Culture and Information Policy, more than 1,700 objects of cultural infrastructure were damaged by Russian actions in Ukraine.

UNESCO keeps its statistics of damaged cultural objects in Ukraine. In the last list, published in the summer of 2023, it was noted about 274 objects. At that time, 17 cultural monuments were damaged in the Chernihiv region.

On August 19, 2023, the historic center of the city was damaged due to the ballistic shelling of Chernigov. At that time, the Ministry of Culture noted that it was being considered as a candidate for inclusion in the List of UNESCO World Heritage Sites.

Among the monuments that were affected and will first of all be considered by the experts of the mission, in particular, Chernihiv Shevchenko Music and Drama Theater, which was hit by a ballistic missile. In May 2023, a meeting of the local authorities with Chiara Bardesky UNESCO, Head of the UNESCO Office in Ukraine, took place in Chernihiv.

The Ministry of Reconstruction then announced that work was underway to include the cultural landscape of Chernihiv in the world heritage list. This will primarily concern the objects of the National Architectural and Historical Reserve “Ancient Chernihiv” – the historic center, the former city earthen fortress with all buildings; Yeletska Gora with the ensemble of the Yeletska Monastery and the “Black Tomb” burial mound, Boldyna Gora with the 10th-century burial mound and the complex of the Trinity-Illina Monastery.

Previously, the historic center of Odessa was recognized as an endangered UNESCO cultural heritage site.
