The mayor of Kyiv responded to a petition registered by the NGO “Passengers of Kyiv”, in which many changes were proposed for barrier-free accessibility.

The initiators of the petition asked to repair the dilapidated tram infrastructure, make pedestrian crossings inclusive, etc.

They called for funds for these works to be contributed to the city budget (in the amount of UAH 3.57 billion) at a cost less than priority expenditures as early as November 2023.

“In principle, a person in a wheelchair cannot cross dozens of streets in Kyiv, despite the decision of the Kyiv City Council to arrange overpasses.

Most tram lines do not have barrier-free tram platforms, and the tracks are in a terrible condition, which does not allow modern low-floor trams to run there. And no funds have been allocated to correct these problems”said the appeal.

Klitschko noted that in 2024, the Kyiv City Council has already allocated funds from the city budget to create an accessible environment for people with disabilities and other groups of the population with reduced mobility.

In particular, on 765 ground pedestrian crossings should carry out work on lowering the side stone with the installation of tactile navigation.

Also, 13 elevated pedestrian crossings and 5 inclusive intersections will be installed in the capital.

Over time, traffic lights may also have audio notification devices for people with visual impairments.

Klitschko noted that the general fund of the Kyiv budget includes:

  • arrangement of 20 barrier-free approaches to socially important objects;

  • arrangement of 20 small-radius roundabouts;

  • development of 40 road traffic organization schemes;

  • construction of 9 and construction design of 11 traffic light objects;

  • reconstruction of 4 and design from the reconstruction of 6 traffic light objects;

  • ongoing repair of 514,500 square meters of pavement of balance streets.

The city also promises to continue the work on arranging a barrier-free environment at the stations of the Kyiv metro and the passenger transport network

“I support the petition initiated by you. The executive body of the Kyiv City Council (Kyiv City State Administration) will take appropriate measures in accordance with the scope of budget allocations. Klitschko added.
