In the near future, the Government may consider an order on the reorganization of the National Aviation University (NAU) in Kyiv.

The relevant project has already been agreed with key ministries. This was reported to “Ukrainian Pravda. Life” by a source in the Ministry of Education and Culture.

“The planned reorganization of the NAU will not affect the course of the educational process at the university, and it is expected that the current level of salaries of professors and teaching staff will be preserved – even its gradual increase, if the degradation of the university can be stopped”– says the interlocutor of UP.

It is planned to divide the NAU into two structures: the State University “Kyiv Aviation Institute” (the historical name of the NAU) and a separate institution called the Ukrainian State Aviation Academy (Kropivnytskyi).

These two institutions should become key centers for the development of the aviation industry in Ukraine, in particular regarding pilot training, development of new designs and commissioning of innovative unmanned aerial vehicles (UAVs), support of the Ukrainian military industry.

The draft order is submitted for consideration by the Government on the initiative of Deputy Prime Minister Mykhailo Fedorov.

The source reports that despite numerous promises and potential of NAU, the current management and staff of the institution have not been able to develop a single UAV since the beginning of the great war.

In addition, numerous appeals from the staff and management of the flight academy in Kropyvnytskyi with a request to separate them from NAU “could not remain without attention.”

In 2011, by order of the Cabinet of Ministers, the Flight Academy entered the structure of NAU and received the name “Kirovohrad Flight Academy of the National Aviation University”.

In the end, it was decided to disband NAU and create two institutions that should be part of a powerful system of training specialists and developing military innovations in the field of MilitaryTech.

Soon, the concept of this MilitaryTech university will be presented to Volodymyr Zelenskyi.

The source also emphasized that problems with NAU are not isolated.

In particular, we are talking about the following shortcomings:

• numerous scandals regarding illegal alienation of NAU lands for high-rise construction according to investment contracts, which contain unfavorable terms for ZVO;
• violations of the language of the educational process at NAU, established by the Commissioner for the Protection of the State Language;
• the drop in indicators of the level of education at NAU, in particular the non-fulfillment of the rector’s target indicators and a significant number of “conditional” accreditations of educational programs;
• numerous complaints from representatives of student self-government to the leadership of NAU to the Ministry of Education and Science

“NAU is being reorganized, Lutskyi is being removed, Fedorov and Lisovyi will make NAU Defense Tech university. It can be an institution that is key for defense. It can be a top technical university. It can be an institution that shapes state policy.

Now he is not like that. It is headed by people who have worked for many years in the interests of Russia and their own pockets. That should have changed a long time ago.” she said.

Previously, the university had already been involved in scandals: in July, the Minister of Education announced a reprimand to NAU rector Maksym Lutskyi, who was once a member of the “Party of Regions” and ran as a candidate for “OPZZH”. The reason for the reprimand was a violation of education legislation and contract requirements, but NAU said it would appeal the reprimand.

Also in April, Lutsky was criticized because during the “Studvesna” festival he threatened students because of jokes about the former Minister of Education Serhii Shkarlet.
