In Ukraine, from 2008 to 2020, the prevalence of smoking among the population aged 12 and over decreased by 36%. This is reported by the Ministry of Health of Ukraine with reference to the data of the State Statistics Service. “According to the forecasts of the WHO, by 2025 we should achieve a reduction in the prevalence of tobacco use by another 25.9%, but we understand that due to a full-scale war, most likely, we will not achieve this indicator,” says the chief sanitary doctor of Ukraine Ihor Kuzin. However, the consumption of e-cigarettes by children aged 13-15 is 18.2%. According to Igor Kuzin, this is a very large indicator. However, the so-called tobacco display – the display of products at points of sale – was not regulated. In addition, the advertising of vapes and electronic cigarettes was not regulated. From July 2023, a law banning the advertising of e-cigarettes and devices for heating tobacco will enter into force. On March 17, 2023, the Ministry of Health approved the order “List of grounds for implementation of unscheduled measures of state supervision/control in the field of legislation regarding the prevention and reduction of tobacco products for the period of martial law.” As noted in the department, this order has already been sent to the Ministry of Justice for official registration.
