As a result of the full-scale war, about 67 thousand children lost their parents, but most of them were taken in by relatives. About 5,500 children are complete orphans.

According to her, the reform of the transition from the residential care system for children to family homes is currently underway in Ukraine. According to Zholnovich, one of the advantages of the latter is the financial component.

More funds, in particular from regional budgets, are spent on a child who is brought up in a boarding school. The state pays for the maintenance of children in family homes.

We pay 2.5 of the subsistence minimum for each healthy child and 3.5 for each child with a disability, if she is brought up in a foster family. The same family receives a survivor’s pension, social grants, etc, – said the minister.

She added that Ukraine plans to simplify the procedure for adopting a child, in particular, to introduce the possibility of submitting an application for adoption through the Diya application.

When it is “Action”, we will see all the applicants who want to adopt children, and we will be able to accompany them, as well as all the children who are registered. This should simplify data exchange, and I think the procedure will be much simpler, Zholnovich said.

However, she added that the adoption service cannot be completely simple.

When they say “I want a child” is a bad approach. This child is traumatized, she has lived in an institution and she has lost some socialization skills, it will not be easy for her. Therefore, before adoption, you need to undergo training and be psychologically ready.

And there is another problem – everyone who applies wants small and healthy children. However, there are very few of them, – the head of the ministry explained her words.
