Narrowing the scope of the Ukrainian language is unacceptable, as it violates the Constitution and the decision of the Constitutional Court of Ukraine, said Taras Kremin, Commissioner for the Protection of the State Language. It is about reducing dubbing in the Ukrainian language and showing films in the original language, which provides for the draft law on the use of the English language, which was submitted to the Verkhovna Rada by the President of Ukraine Volodymyr Zelenskyi. “Any encroachments on the legal status of the Ukrainian language as the state language on the territory of Ukraine are inadmissible, as they violate the constitutional order of the state, threaten national security and the very existence of the statehood of Ukraine.” This is stated in the historic decision of the Constitutional Court of Ukraine dated July 14, 2021 on the recognition of the constitutionality of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language”, Taras Kremin noted. He added that he currently does not understand whether subtitling can fully replace dubbing, because every Ukrainian has the right to receive information in the state language. Therefore, the lack of dubbing can be a violation of the rights of Ukrainians, the ombudsman believes. “Let’s not forget that in institutions of general secondary education, our children study two foreign languages, but this does not mean that the use of the Ukrainian language in all spheres of public life on the territory of Ukraine can be limited. I emphasize once again: there is a decision of the KSU and the only state language remains Ukrainian “, Kremin emphasized. We will remind you that on June 28, the Verkhovna Rada registered a draft law on the use of the English language in Ukraine. The document defines English as the language of international communication in Ukraine, and also promotes the study of English by citizens of Ukraine. The document talks about the expansion of the spheres of application of English, in particular – in the military, medical, transport systems, as well as in the field of culture. The draft law provides for an increase in the share of films in the original language, but the films must be supplemented with Ukrainian subtitles.
