State medical insurance in Ukraine already works – Lyashko

State health insurance for Ukrainians works through the Medical Guarantee Program, which provides services free of charge. Minister of Health Viktor Lyashko said this at a meeting with journalists on May 8. An insurance fund is formed from part of the taxes paid by Ukrainians, which are directed to the state Medical Guarantee Program (MGP). It’s just that the mechanism of collecting funds for this fund is not the same as used to, when you have to pay some amount X in order to cover the amount of U, which is needed in case of illness,” the minister said. According to him, the Ministry of Health is also developing two types of voluntary medical insurance: pharmaceutical and insurance for services not covered by the PMG. “Now we are working on forming a proactive list of services that are not covered by the PMG. We are starting from the reverse – we are not forming a list of services that are covered by the PMG, namely the ones that are not covered, so that it becomes clear to everyone… Such a package of paid services will be formed, insurance companies must form the cost of this insurance and a person will be able to buy it to cover these services that are not part of PMG,” said Viktor Lyashko. The Minister noted that the Medical Guarantee Program is one of the key directions of the Ministry in 2023. Currently, 90% of the program is financed by the funds of international partners.
