Two educational draft laws were registered in the Verkhovna Rada. One of them is about reducing the teaching load on teachers. And in the second – about the reduction of bureaucratic processes in the Ministry of Education and Culture, Minister of Education and Science Oksen Lisovyi said. Draft Law No. 9600 deals with reducing the teaching load of teachers from the current 600 hours to 400-500 hours per year. The amount of workload will depend on the amount of scientific work performed by university teachers. “Such a change will bring us closer to the workload practices of higher education teachers in EU countries, and will also stimulate scientific work in our universities. If teachers focus purely on academic work, it would be fair to qualify them as pedagogical workers and not require them to imitate scientific work. As a rule , these are practicing teachers who provide students with relevant professional knowledge, as well as teachers of foreign languages who do not necessarily need to conduct scientific research,” Lisovyi explained. Photo: Wavebreakmedia/Depositphotos In the second draft law No. 9601, it is said that scientific titles awarded by the academic council of the university should be received immediately, without approval by the Attestation Board of the Ministry of Education and Science. “If draft law 9601 is adopted, academic titles will be awarded directly by institutions to their employees, and other institutions (if necessary) will be able to recognize these titles. Without the intervention of the ministry,” the minister said. This draft law also provides for a change in the licensing of educational activities. It will be handled by the State Education Quality Service, not the Ministry of Education and Culture. Lisovyi notes that this division of powers meets the requirements of the State Anti-corruption Program: the body that sets licensing requirements cannot control them.
