The Council supported the draft law on medical cannabis in the first reading

In the first reading, the Verkhovna Rada voted for the draft law on the legalization of medical cannabis in Ukraine. The draft law was supported by 268 deputies, people’s deputies Iryna Gerashchenko and Yaroslav Zheleznyak reported. In order for the draft law to enter into force, the deputies still have to approve it in the second reading, and then send it to the president for signature. Before that, there were several attempts to adopt similar documents, but parliamentarians failed them. Medical cannabis helps manage the effects of chemotherapy, is effective for PTSD in the military, helps patients with Parkinson’s disease, and provides an acceptable quality of life for terminally ill patients. However, if adopted, the regulatory act will only allow raw materials to be grown in Ukraine for export, and patients can be prescribed only drugs of synthetic origin without the use of hemp. In order for patients to receive medicine, it is necessary to remove marijuana from the list of prohibited substances in Ukraine. Proponents of the draft law emphasize that it was important to adopt the draft law at least in this form, and later it will be possible to make the necessary changes. Earlier, more than 40 Ukrainian oncologists advocated the adoption of the draft law and signed the corresponding petition. Many well-known people, cancer patients and wounded soldiers also expressed their support for the draft law. The National Security and Defense Council and the Ministry of Veterans Affairs also called on the Verkhovna Rada to pass a law on medical cannabis. The All-Ukrainian Council of Churches and Religious Organizations opposed the adoption of draft law No. 7457 and asked the parliament and the government to withdraw it from consideration. Representatives of religious organizations also appealed to the President not to sign the draft law upon its adoption.
