The NAZYAVO committee found plagiarism in the dissertation of the director of the IMZO Bazhenkov

The Ethics Committee of the National Agency for Quality Assurance of Higher Education (NAZYAVO) confirmed the presence of plagiarism in the thesis of Yevhen Bazhenkov, director of the Institute for Modernization of Education Content of the Ministry of Education and Science of Ukraine.

A complaint about plagiarism in Bazhenkov’s doctoral theses was filed in July 2023 by Oleg Smirnov, a former associate professor of Sumy State University.
The committee confirmed plagiarism on 113 pages of the dissertation – from subsection 1.1 to the conclusions. “Text matches” were found with 28 sources that Bazhenkov did not specify.
Plagiarism in the dissertation is present in two forms:

publication of scientific results of other authors as own;
-
verbatim reproduction of other people’s texts without indicating authorship.
At the same time, Odesa National University named after 1. I. Mechnikova noted that during the defense of Bazhenkov’s dissertation, all procedures were followed. In particular, the work was checked for plagiarism using the Unicheck resource. Also, the director of IMZO received 15 reviews from scientists on the dissertation abstract.
The conclusions of the Committee are not final. In the future, NAZYAVO will study all the submitted materials and make its decision.
We will remind you, Evgeny Bazhenkov worked in the Ministry of Education and Science during the time of Dmytro Tabachnyk. He was also involved in the case of embezzlement of the Social Insurance Fund when he was its head.
