The National Agency for Quality Assurance of Higher Education has finally decided that there is plagiarism in the dissertation of former Minister of Education Serhiy Shkarlet.
NAZYAVO appealed to the Ministry of Education and Science of the Ministry of Education and Culture with a request to deprive Skarlet of the scientific degree of Doctor of Economic Sciences.
About this to “Ukrainian Pravda”. Life” said Oleg Smirnov, a former associate professor of Sumy State University. He also published a video recording of the agency’s meeting.
“Despite all the efforts of the accused person to delay this case, NAZYAVO unanimously voted that there is plagiarism in Serhii Shkarlet’s doctoral dissertation”. – commented Smirnov.
Today there will be a meeting in the Sixth Administrative Court of Appeal regarding the prohibition of the National Agency to consider the case of Skarlet. However, a similar meeting was already held after the VOTING BY VOTING.
At first, the experts of the National Agency agreed that there was plagiarism in the dissertation, and then the court “forbade” them to consider this issue. Ultimately, the court overturned its own decision.
Previously, in December 2023, the Ethics Committee NAMELY confirmed the presence of plagiarism in Scarlett’s thesis. In February, the ex-minister complained to this committee.
It will be recalled that Scarlett’s alleged academic dishonesty was discussed back in 2020. The NAMELY committee found plagiarism in four of his works, but in April 2021, the court ruled that the fact of plagiarism was sought illegally.
Also, during a recent analysis of the work, experts found 6 sources with large text matches without references and paraphrasing. The dissertation also contains “written off” formulas, tables, figures and diagrams.
