The Ministry of Culture and Information Policy has published a list of persons authorized by cultural institutions and public associations who will vote for representatives of the new Supervisory Board of the Ukrainian Cultural Foundation.

The ministry noted that according to the law “About the Ukrainian Cultural Fund” and Procedure for rating online voting, publication of the list of voters is not foreseen. However, taking into account the numerous appeals, MKIP did publish the lists during the voting process.

This year, 103 representatives of public organizations and 102 representatives from cultural institutions registered. The full list can be found here.

In the law “About the Ukrainian Cultural Fund” it says: “only public associations in the field of culture, which are registered in accordance with the established procedure and conduct their activities on the territory of Ukraine, have the right to participate in the voting on the election of representatives of public associations to the Supervisory Board of the Fund“.

However, not all organizations have a relationship with culture. Among them, for example: NGO “International Cooperation Agency”, “Association of Youth Leaders of Ukraine”, “Center for Social Events”, “Applies to Everyone”, NGO “Sports Veterans” and “Association of Veterans of the Great Patriotic War”.

Previously, the NGO “Institute of Legislative Ideas” had already published the lists of public organizations, and in its investigation, it noted that about 20 of them are directly related to the candidate’s family, and the same number have potential or partnership ties with him.

Among the voters, in particular, there were people related to one of the candidates – Oleksandr Suslenskyi.

In particular, among the registered persons is the ex-wife of Suslenskyi, such as the ex-wife – Tatiana Tikhomirova (Non-governmental organization “Club of Ballet Fans”) and a colleague cooperating with the family – Natalia Todorenko (Civil organization “Kyiv Mystetskyi”).

However, the connections between voters and candidates to the Supervisory Board of the UKF in no way contradict the current legislation.

Cultural activists published an open letter to the Ministry of Culture and the President. In it, they urged them to take responsibility for the formation of a new supervisory board.

Elections according to the current procedure undermine the principle of independence and impartiality“, representatives of the cultural community noted.

It was also pointed out that the UKF needs to attract international donors, who will not be indifferent to the reputation of the fund’s representatives, because this will ensure transparency of work and effective management of funds.

What is happening around the Supervisory Board of the UKF

Ukrainian Cultural Fund – a state institution that finances art projects based on competitive selections. The supervisory board is one of the management bodies of the institution.

Online ranking voting for applicants from cultural institutions and public associations to the Supervisory Board of the Ukrainian Football Federation started on January 5 and will continue until January 22. According to the results of the voting, 4 candidates will be elected – two candidates each (from cultural institutions and from NGOs) who received the most votes.

But not all of the Supervisory Board of the UKF are elected. Two more members of the Supervisory Board are appointed by the ICIP and two by the President of Ukraine. Their names are currently not disclosed.

In May 2021, cultural figures accused the UCF Supervisory Board of manual management and wrote a corresponding open letter to President Volodymyr Zelensky, the then Minister of Culture and Information Policy Oleksandr Tkachenko, and Prime Minister Denys Shmyhal.

The letter claimed that the council fundamentally refused to finance a significant part of the projects that took high places in the rating. Instead, UKF decided to give money to projects with fewer points and a lower place in the rating.

The signatories reported that the Supervisory Board did not explain its decisions, deprived the participants of the competition of the right to appeal and did not inform about changes in priorities in conducting the competitive selection. Then they demanded from Zelensky to dissolve the Supervisory Board of the UKF and cancel its decision.

In response, Oleksandr Tkachenko stated that a crisis regarding the system of management approaches had long been brewing in UKF. He also recommended the resignation of two members of the Supervisory Board: Oleksandr Suslenskyi and Ihor Tuluzov. But they did not go anywhere.

In June of the same year, Oleksandr Tkachenko appointed the executive director of the UKF. He became a specialist in public policy in the archival field and candidate of historical sciences. Vladyslav Berkovskyi. Berkovsky won the competition for this position.

In April 2023, the UKF announced that this year it lacked funds to finance cultural and artistic projects.
