The Ministry of Education and Science presented the “Strategic Action Plan until 2027”.

It outlines nine priorities in the field of education for the coming years, reported in the institution

“I am convinced that education should prepare a person precisely for tomorrow. Not even for today. And that is why it is not enough for us to make a “cosmetic repair” of the system of education and science. We need to transform it.

And what is most important – the process of development should never stop if we want not only to keep up with the dynamic modern world, but also to set trends in it.” noted Minister of Education Oksen Lisovyi.

Priority 1. Education of early and preschool children

To improve preschool education, the Ministry of Education and Culture plans to:

  • to develop a new system of remuneration for employees of preschool education institutions;
  • to arrange a shelter in each institution;
  • update the state standard of preschool education;
  • to develop a policy project for the protection of children from physical, psychological and sexual violence;
  • implement an electronic queue in all preschool education institutions;
  • provide them with laptops and tablets;
  • introduce English language teaching;
  • create a shortened teacher training course;
  • to develop alternative types of kindergartens.

The ultimate goal – every child, in particular with special educational needs, has access to quality preschool education.

Priority 2. “New Ukrainian School” reform

“NUSH” has been implemented in Ukraine since 2018. Currently, students of grades 1-6 are studying according to the updated standard.

By 2027, the MES is going to:

  • to develop new models of school space organization;
  • to approve the State Standard of specialized secondary education;
  • rebuild educational infrastructure according to new projects;
  • create shelters in educational institutions; provide students with high-quality and healthy food;
  • restart the reform in grades 5-6 (teacher training, equipment renewal, new evaluation criteria, etc.);
  • to pilot the model of professional education;
  • to develop a strategy for overcoming educational losses;
  • update educational materials on the modern history of Ukraine and the subject “Defense of the Motherland”;
  • change the professional standard for teachers;
  • develop a new payment system for administration and teachers;
  • to form a system of state monitoring of the quality of education.

The ultimate goal – every student has access to high-quality education aimed at forming key competencies and cross-cutting skills necessary for life, social and emotional well-being, further education and self-development.

Priority 3. The concept of extracurricular education

The MES notes that extracurricular education in Ukraine “must play a key role in forming the national identity of Ukrainians, developing their talents and abilities, making up for educational losses, providing education in the de-occupied and front-line territories”.

Key initiatives:

  • to develop a new management system for extracurricular education;
  • create a Museum of Mathematics – Science Center, which would contribute to the development of communities and the professional development of teachers;
  • to organize the Center of the Olympic movement, which would support the Olympic movement in communities, create new educational opportunities for research and scientific activities.

The ultimate goal – citizens of Ukraine receive high-quality extracurricular education, which contributes to the development of individual abilities and talents, the establishment of Ukrainian national and civic identity, military-patriotic education and effective career guidance.

Priority 4. Transformation of professional education

To transform professional education, the Ministry of Education and Culture plans to:

  • determine the legal, organizational and economic principles of the functioning of the professional education system;
  • to modernize the network of institutions of professional and vocational higher education;
  • ensure the return of education to the de-occupied territories;
  • to improve the system of financing professional education institutions;
  • to form new approaches to the remuneration of teachers;
  • organize training programs for teachers;
  • to deepen the ties of professional and vocational higher education institutions with business;
  • update educational programs in view of the modern labor market;
  • to develop inclusive education.

The ultimate goal – citizens of Ukraine are provided with access to high-quality professional (vocational-technical) and specialized pre-university education, have a wide choice of educational opportunities, the labor market receives competitive workers for the recovery and reconstruction of the country.

Priority 5. Quality higher education

In order to improve higher education, it is envisaged:

  • to introduce individual educational trajectories with different pace of learning and a large number of optional disciplines;
  • update the standards of higher education;
  • to develop dual education;
  • consolidate higher;
  • invest in the development of educational and scientific equipment;
  • to update approaches to financing higher education for the development of higher education autonomy;
  • introduce a new management system through the gradual strengthening of the role of supervisory boards.

The ultimate goal – institutions of higher education are the environment of maximum opportunities for further self-realization of higher education students, and Ukraine is recognized as a state of high-quality education and world-class scientific innovations.

Priority 6. Development of science and innovation

To transform science and innovation, the MES plans to:

  • to change the system of basic state financing;
  • focus on applied research and development aimed at solving problems of defense, security, economy and society;
  • to debureaucratize and deregulate scientific activity;
  • create favorable conditions for attracting extrabudgetary funds;
  • internationalize science;
  • to develop the National Electronic Scientific Information System;
  • develop a network of research infrastructure;
  • to create a network of the ecosystem of science-intensive innovations.

The ultimate goal – productive research by Ukrainian scientists, which will contribute to the growth of the scientific content of the GDP.

Priority 7. European integration of Ukraine in the spheres of education and science

The key activity of the Ministry of Education and Culture regarding the integration of Ukraine in the spheres of education and science:

  • integration of Ukraine into European educational and scientific programs;
  • harmonization with EU law in the fields of education and science;
  • strengthening mutual recognition of educational and professional qualifications between Ukraine and the EU.

The ultimate goal – participants in the educational process and scientists are aware of the advantages and take advantage of the opportunities of Ukraine’s integration into the European Union.

Priority 8. Digital transformation of education and science

For the digital transformation of education and science, the MES plans to:

  • to provide students and teachers with computer equipment;
  • develop a network of digital educational centers;
  • to ensure broadband access to the Internet for students;
  • create digital educational and scientific platforms;
  • launch educational e-services, in particular the “Dream” application;
  • improve the qualifications of teachers;
  • to develop electronic management of educational institutions.

The ultimate goal – participants in the educational process, scientists and educational managers of Ukraine use modern technologies in an accessible digital environment.

Priority 9. Support and accompaniment of people with special educational needs

To support people with special educational needs, the Ministry of Education and Culture plans to:

  • to create a training program for psychological and pedagogical support of veterans who lost their sight as a result of the war;
  • to develop a National strategy for inclusive education;
  • to approve the Concept of transformation of special education;
  • create the “Education for Veterans” portal;
  • to create a “School of Superheroes” – an educational institution for children undergoing inpatient treatment and rehabilitation.

The ultimate goal – all people who need it receive the necessary support in the educational process and educational services, psychological and pedagogical support and support for successful integration into society.
