The Verkhovna Rada will consider the second reading of the draft law on the legalization of cannabis already in November.

Mykhailo Radutskyi, the head of the health care committee, told Bloomberg about this.

According to two other unnamed deputies, the session is scheduled for early November. The exact schedule of parliamentary sessions is not disclosed for security reasons. One lawmaker said the law could be passed as early as this month.

According to a July poll by the Kyiv Razumkov Center, public support for the initiative was divided as follows: 37% against and 35% in favor.

There was a backlash among some lawmakers. Among the opponents is the “Batkivshchyna” faction, led by former Prime Minister Yulia Tymoshenko, who claimed that medical cannabis would provoke uncontrolled production and consumption. The police demanded a referendum on this matter.

However, the draft law is supported by the ruling party “Servant of the People”, which has the largest presence in the parliament. Importantly, the bill has the support of President Volodymyr Zelenskyi.

“For our citizens to endure the pain, stress and trauma of war, we must finally legalize medical cannabis-based treatment for all who need it.” he said in June.

In an interview, deputy of the VRU health care committee Olha Stefanyshina noted that the draft law “especially important now, when our country is in an active phase of war, to relieve the pain of combat wounds and improve the psychological state“.

If the draft law is approved, six months after its adoption, Ukrainians will be able to buy cannabis with a medical prescription. The illicit use of cannabis will be prohibited and production will be controlled by the government.

As a reminder, there is still controversy over whether cannabis is really an effective treatment method. Some studies show that medical cannabis can only temporarily dull traumatic emotions and have adverse side effects or even be harmful when used over a long period of time. In 2019, the American Psychiatric Association came out against such use, citing a lack of reliable research. However, veterans’ use of medical cannabis has often been advanced as a lobbying argument for the legalization of cannabis in the US.
