The Council proposes to strengthen the punishment for attacks on doctors and rescue workers

In the Verkhovna Rada, it is proposed to strengthen criminal liability for attacks on medical workers, rehabilitation specialists and rescuers. Unlike law enforcement officers and journalists, these specialists are not protected by law during the performance of official duties.

Deputies registered the corresponding bill No. 10221, which stipulates that such crimes will be punishable by imprisonment for a term of 5 to 12 years.

This was announced by the Chairman of the Verkhovna Rada Committee on National Health, Medical Aid and Medical Insurance Mykhailo Radutskyi.

The authors of the draft law propose to supplement the articles of the Criminal Code with new articles – 3501 and 3502. They expand the list of professions, actions against whose representatives will be severely punished. We are talking about medical workers, workers of the “emergency” system, pharmacies, rehabilitation specialists and rescuers.

The document also provides that:

  • the threat of murder, violence or destruction or damage to property shall be punished by correctional labor for a term of up to 2 years, or arrest for a term of up to 6 months, or restriction of liberty for a term of up to 3 years, or deprivation of liberty for the same term;
  • intentional infliction of beatings, light, moderate or serious bodily injury shall be punished by restriction of liberty for a term of up to 5 years or deprivation of liberty for the same term or deprivation of liberty for a term of 5 to 12 years;
  • murder or attempted murder shall be punishable by imprisonment for a term of 9 to 15 years or life imprisonment;
  • capture or holding as a hostage shall be punishable by imprisonment for a term of 8 to 15 years.

Radutsky is convinced that the strengthening of responsibility will equalize medics with law enforcement officers and the military and can reduce the number of attacks on them. According to him, currently, if the case of an attack on an ambulance paramedic goes to court, such actions are mostly interpreted as hooliganism.

“Such a draft law has become an urgent need. Over the past month, there have been several high-profile attacks on doctors. In Cherkasy, visitors to a karaoke club threatened emergency workers who were helping a man with a brain injury. In Odesa, unknown persons attacked an ambulance paramedic with a knife. In In Kharkiv, a drunk man beat an ambulance worker and a policewoman”– the deputy listed the cases.
