Employees of the Ombudsman’s Office discovered a number of “flagrant violations of human rights” in the Yaryshiv psychoneurological boarding house in Vinnytsia region. 151 people live in the institution.

As reported Commissioner for Human Rights Dmytro Lubinets, the inspection of the institution was initiated after a complaint about an unacceptable situation with the wards.

“Some of them needed urgent sanitary and hygienic care and had worn clothes. Violation of the rights to decent and safe conditions of stay, some beds are outdated – with a metal mesh at the base of the bed.” Lubinets noted.

In addition, there is a patient in the institution who has an enlarged left leg, which makes it difficult for him to move. The man was forced to endure severe pain, because there are no painkillers and the opportunity to receive the necessary treatment in the boarding school.

According to the Commissioner, it is violation of the human right to proper conditions and treatment.

During 2022-2024, 27 wards of the institution died. Most of them suffered from coronary heart disease, but their medical records did not contain information about cardiologist consultations and preventive examinations.

It turned out that they were given medicine containing clozapine. This drug is used to treat schizophrenia. Contrary to the requirements of the Ministry of Health, the deceased were not monitored for their health status.

In addition, since the beginning of the full-scale invasion, during the air raid alert, the wards of the institution were never evacuated to a shelter. This poses a serious threat to their life and health.

In order to eliminate gross violations of human rights, the Commissioner sent a corresponding report to the management of the boarding school and the competent authorities of the Vinnytsia region.
