A soldier who lost a leg is calling for legislation to legalize medical cannabis

Ukrainian military Mykhailo Bakaliuk, who was blown up by a mine and suffered a traumatic leg amputation, calls for the adoption of a draft law on medical cannabis. The soldier addressed the president, the Cabinet of Ministers and parliamentarians. Bakaliuk was wounded in June 2023 in the direction of Zaporozhye. In addition to the amputation of the leg, the man received multiple gunshot wounds and a fracture of the lumbar vertebra. Currently, the soldier is undergoing outpatient treatment in Lviv, he is being injected with painkillers. Mykhailo Bakaliuk “I feel terrible physical and phantom pains in the area of the wound. The use of such painkillers does not relieve, but only dulls the pain for a while. It is very difficult to endure such pains, which negatively affects my psycho-emotional state,” says Mykhailo. The man believes that medical cannabis can significantly reduce his pain sensations and will not have such a negative effect on the body as painkillers. “There are many soldiers like me. Military personnel have injuries of various degrees: shrapnel wounds to the torso, traumatic amputations at various levels of the upper and lower limbs, combined injuries, burns to the face, limbs, and entire body,” the soldier says. Mykhailo says that he is ready to personally meet with representatives of the President’s Office, the Cabinet of Ministers, and people’s deputies. “Within one minute, by my own example, I will be able to dispel these doubts and prove the immediate need for the adoption of this law and the introduction of medical cannabis into circulation for the purpose of use in medical institutions,” says the soldier. We will remind you that the struggle for legislative regulation of the use of cannabis in medicine and science has been going on for many years. Bill No. 7457 on the legalization of medical cannabis was submitted to the Verkhovna Rada in June 2022. Similar draft laws were introduced before, but people’s deputies failed them. However, according to some experts, draft law No. 7457 will not make cannabis-based drugs available to Ukrainian patients, as cannabis will remain a prohibited substance. However, supporters of the draft law are confident that the document will be able to be changed already after its approval in the first reading. On June 28, 2023, President Volodymyr Zelenskyi supported the legalization of medical cannabis in Ukraine during a speech in the Verkhovna Rada. Supporters of the law emphasize that medical cannabis medicines help patients with oncology, epilepsy, multiple sclerosis and PTSD.
