Almost half of the voters for the supervisory UKF are associated with one candidate – GO IZI

The website of the Ministry of Culture and Information Policy reports that online rating voting for the election of representatives to the Supervisory Board of the Ukrainian Cultural Fund has started. It will last for 2 weeks – until January 22.
However, MKIP has not made public the list of authorized persons from public organizations who carry out this vote.

The NGO was able to obtain a list of these persons “Institute of Legislative Ideas”. They analyzed it there and claim that they traced the connection of more than fifty of them with one candidate – a current member of the Supervisory Board of the Ukrainian Football Association Oleksandr Suslenskyi.
According to the organization’s representatives, out of 111 registered NGOs, about 20 are directly related to the Suslenskyi family, the same number have potential or partnership ties (co-founding public associations, colleagues, etc.) with Oleksandr Suslenskyi himself.
“In addition, we managed to obtain a list of public organizations that voted for Oleksandr Suslenskyi during the preliminary selection of candidates for the Foundation’s Supervisory Board. Then, in 2020, 44 public organizations voted for him, 39 of which are on the list of voters for the election of the new Supervisory Board in 2024“, the “Institute of Legislative Ideas” noted.

In its conclusions, the public organization concluded that the current voting and election procedure puts at risk the ability to independently and impartially conduct elections for the members of the Supervisory Board of the UKF.
Representatives of the NGO “Institute of Legislative Ideas” compared the lists of voters for 2020 and 2023. Both include: wife – Olena Shapoval, ex-wife – Tetyana Tikhomirova, close relatives (son – Davyd Suslenskyi and brother – Petro Suslenskyi), colleagues (Natalia Todorenko).
How is the Supervisory Board of the UKF elected and why is it important
Online rating voting for applicants from cultural institutions and public associations to the Supervisory Board of the Ukrainian Football Federation has started January 5. It is attended by 103 authorized persons from public associations and 102 persons from cultural institutions from 23 regions of Ukraine and the capital. Most of them are from the city of Kyiv, Kyiv and Kharkiv regions.
According to the voting results, two candidates (from cultural institutions and from NGOs) who received the most votes will be elected to the Supervisory Board.
But not all of the Supervisory Board of the UKF are elected. Two more members of the Supervisory Board are appointed by the ICIP and two by the President of Ukraine. Their names are currently not being disclosed.
Ukrainian Cultural Fund – a state institution that finances art projects based on competitive selections. The budget of UKF for 2024 is 215.6 million hryvnias, which is 8.96 million more than in 2023, but still almost three times less than the pre-war level.
The Supervisory Board is one of the governing bodies of the UKF.
The current composition of the Supervisory Board was formed at the end of 2020 and was elected for three years. So her term of office expires at the end of 2023. The same person cannot be a member of the Supervisory Board of the Fund for more than two terms in a row.
In May 2021, cultural figures accused the UCF Supervisory Board of manual management and wrote a corresponding open letter to President Volodymyr Zelensky, the then Minister of Culture and Information Policy Oleksandr Tkachenko, and Prime Minister Denys Shmyhal.
The letter claimed that the council fundamentally refused to finance a significant part of the projects that took high places in the rating. Instead, UKF decided to give money to projects with fewer points and a lower place in the rating.
The signatories reported that the Supervisory Board did not explain its decisions, deprived the participants of the competition of the right to appeal and did not inform about changes in priorities in conducting the competitive selection. Then they demanded from Zelensky to dissolve the Supervisory Board of the UKF and cancel its decision.
In response, Oleksandr Tkachenko stated that a crisis regarding the system of management approaches had long been brewing in UKF. He also recommended the resignation of two members of the Supervisory Board: Oleksandr Suslenskyi and Ihor Tuluzov. But they did not go anywhere.
In June of the same year, Oleksandr Tkachenko appointed the executive director of the UKF. He became a specialist in public policy in the archival field and candidate of historical sciences. Vladyslav Berkovskyi. Berkovsky won the competition for this position.
In April 2023, the UKF announced that this year it lacked funds to finance cultural and artistic projects.
