On June 1, three people, including a child, died in Kyiv as a result of rocket fire. They tried to get to the shelter of the polyclinic in the Desnyan district, but the doors were closed – although the Kyiv OVA promised to open all the shelters by the middle of May. After the tragedy, many Kyiv residents criticized the local authorities, which are responsible for the shelters in the capital, and the editor-in-chief of “Ukrainian Pravda” Sevgil Musaeva called on Mayor Vitaly Klychka to inspect the capital’s shelters together with UP journalists. Ukrainians in social networks also began to talk about the shortcomings of shelters in their areas. Many report about closed bomb shelters, some are not allowed into school basements, because it is supposedly only for students and parents. “UP. Life” collected some of the numerous complaints of residents of the capital. Consequences of falling debris in Desnyan district. Photo: KMVA Shevchenkivskyi district “Shevchenkivskyi district and Lukyanivka. There are solid private shops in the basements, often closed, the owners are abroad, the issue is proposed to be resolved through the court, but it does not make sense when the owner is actually abroad. And one place that is marked on the map as a bomb shelter, closed in general for unknown reasons. And for which reasons – not even ZHEK knows. The security guards do not let them into buildings with underground parking. It is impossible to come to an agreement. As a result, everyone sits in the corridors,” writes Iryna Vasynova. … “I was running around the yard with my child when there was an alarm, and our condominium manager scolded me that I was the only one who was so stupid and didn’t open the storage! In our country, he is above the president and there is no control over him,” adds Svitlana, a resident of the Shevchenkiv district Slobodyanuk Obolonsky district “There is a school and a lyceum in the yard, where there are good shelters, where people hid in the first days of the great war. Later, the shelters were repaired in these schools, the school season began and adults were no longer allowed in those shelters. Only students. I turned to the head The children’s mothers came running: “This is a shelter for children, we were doing repairs there for children!!! Look for others and raise the authorities to make repairs there.” I tried to explain that the distance and how far to run is also important, and those schools for our houses are the closest. But no,” wrote Tatyana Skrypka. … “I went to school – a shelter exclusively for students and employees of the institution,” writes Oboloni resident Olena Nedozhdiy. … “The so-called shelter in the basement can only be called a mass grave. But a lock has been hanging on it since the fall. You can come and kiss the door if you wish,” writes Yuliya Martyniuk. … “What kind of shelters are we talking about? They are only on the map, in our house the shelter is a flooded basement without light and with fleas. It has also been closed since last year,” adds Kristina Pazhynska. … “There should be shelters in every house: without leaving the house, go to the shelter through the first floor. Because going outside and running to the shelter is a deadly trick, and this is confirmed. We built skyscrapers where there is no nothing for security,” comments Olga Tokarenko. The residents also complain that the shelter at the Minsk metro station is open only from one exit. Holosiivskyi district “School. Two storage rooms, the guards do not let people in, because there is no order from the management,” writes district resident Olga Kozeletska. … “There is a parking lot that was open for a certain period of time, but was used as a shelter by many people. It has been permanently closed since January,” adds Oksana Tereshchenko. “During the alarm during the day, a woman stood at the entrance and let in people she knew, they didn’t let me in from the street, citing the fact that there was very little space,” Olena Antoshchuk-Gafurova also says. … “The storage room is a terrible basement without amenities and ventilation, closed by ZHEK a long time ago. In response to all the complaints of the residents of the building at 1551, a woman from ZHEK called back and recommended going to the subway. And pick up the application,” writes Tanya Kolotilova. Dnipro district “In Dnipro district, it’s the same. People are chased out of the polyclinic during an alarm and into the yard,” added district resident Viktoriya Lytvynenko. Podilsky district “Shelter on Vynogradar. A year of war has passed, the shelter is still in a state of disrepair, as the local authorities do not allocate funds for repairs, people do not go there. It is easy to say “go to the shelter”, but apparently it is difficult to organize repairs and normal their work,” writes Kateryna Kharchenko. Comments on Klychka’s page Solomyansky district “Solomyansky district! People are not allowed to hide in the parking area during an alarm because expensive cars are parked there! They do not allow women with infants, pregnant women, children! The police were called, the residents of the house collected signatures and appealed to the KMDA with with a request to remove the mark from the shelter map. This is the price for your life,” adds Svitlana Starova. … “Pay attention to the closed shelter for Academician Biletskyi. The appeal did not yield results,” writes Zoya Kolosova. … Here are a few more stories about shelter from Kyivans. “There are two shelters in the immediate vicinity of me – at a school and a polyclinic. Both worked in the first half of last year. Then the Kyiv Department of Education made a decision to prohibit outsiders from staying in shelters located in schools. They argued that this is a requirement for renewal of the educational process. The question of what kind of educational process took place at school at night was ignored,” writes Evelina Kravchenko. “The nearest equipped shelter is 300 meters from my house. There is a castle hanging there. There is a shelter further away, it is better – it is an underground parking lot. Locals do not let anyone there, except for residents of that residential complex. Oh, I remembered – there is also a school. During the day during the alarm the headmaster only lets students and teachers in,” Valeriya Timofieva shares. In the end, the people of Kyiv created a petition “On ensuring access to all shelters in the city of Kyiv and establishing shelters at public transport stops.” “I have been indignant for a long time and wrote a complaint about the closed shelters. There is a map of the shelters, but in fact there is no way to get there. It is written that the shelter is in charge of so-and-so, the number is so-and-so, but they do not open it there. In one house, they refused to let me and Seryog erzhi, because the residents’ belongings are in the shelter. I had to raise my voice and threaten them so that the shelter would be opened. But these are all precious minutes, which sometimes people don’t have at all,” writes the author of the appeal, Anastasia Odintsova. We will remind, on June 1, at 3:00 a.m. in the Desnyan district, three people died and 10 were injured near the shelter. One of the victims was a woman, and her child and husband survived. At the same time, a rocket attack killed two other people who were on their way to the shelter. In the Dnipro district, 2 people were injured. After the tragedy in the Desnyan district, law enforcement officers searched the KMDA, the polyclinic and the building of the Desnyan RDA. The Kyiv police opened a criminal case, and the prosecutor’s office reported that it was investigating the medical facility where the shelter was closed. The KMDA also reported that the capital’s shelters will be open permanently. Read also: Bath, corridor or bomb shelter: what you need to know about the shelter
