Today, people died due to the negligence of the responsible persons who were supposed to ensure access to the shelters. This is not an isolated case, throughout the entire martial law , repeatedly encountered closed shelters in the city of Kyiv. Some shelters are closed, and the responsible persons do not respond to calls, some shelters refuse to open, because there are personal belongings of the residents,” Anastasia notes. She also draws attention to the fact that there are not always shelters near public transport stops, so there is a need to install them additionally. The author of the petition also calls for prosecution if guards or concierges refuse to let people into the shelter during an alarm.
