Corruption and expensive medicines: Ukrainians named the main problems in the field of health care

According to Ukrainians, among the main existing problems in the field of health care, corruption is the biggest. This was stated by 60% of respondents, according to the results of a study conducted by the Ilko Kucheriv Foundation “Democratic Initiatives” together with the Kyiv International Institute of Sociology. From July 3 to 17, 2023, respondents were asked three questions by personal interview method, which were also asked during 2019–2021. They are related to health care reform. In the list of problems in the field of health care, the demand to reduce the cost of medicines is in second place. 54% of respondents paid attention to this. Screen of survey results/Democratic Initiatives Fund named after Ilka Kucheriva People also pointed to: the need to provide hospitals and polyclinics with equipment for treatment and diagnostics – 52%; taking responsibility of doctors for the health of patients and the results of treatment – 51%; the requirement to establish transparent and affordable prices for medical services in hospitals – 48%; ensuring proper treatment and rehabilitation of wounded veterans – 46%. Among the problems in the health care sector, almost every third respondent would prefer: to stop collecting “voluntary” fees in hospitals, polyclinics and maternity homes – 36%; increase the number of professional therapists and family doctors – 35%; increase control over the quality of medical education – 34%; to increase the remuneration of doctors and medical personnel by 30%. In addition, according to research data, the share of citizens who believe that in order to receive quality medical care, they should additionally “thank” doctors with money has increased. The opinion that doctors can and should be additionally “thanked” with money is shared by 26% of respondents. In 2021, there were fewer of them – 17%. Also, 28% of the respondents confirmed that during the last year, during the doctor’s appointment, they paid extra for medical services, procedures or diagnostics in state hospitals. In May 2021, the share of those who had to pay extra was 33%. The survey was conducted in all regions of Ukraine, except for the temporarily occupied Republic of Crimea, Donetsk, Luhansk and Kherson regions. The survey was conducted in those territories that are controlled by the government of Ukraine and in which hostilities are not taking place.
