The Cabinet of Ministers of Ukraine has appointed Dmytro Zavhorodnyi, Director General of the Digital Transformation Directorate of the Ministry of Education and Culture, as Deputy Minister of Education and Science, Oksen Lisovoy. The government made the relevant decision at a meeting on March 28, People’s Deputy Taras Melnychuk reported in Telegram. Zavhorodnyi was appointed deputy minister for digital development, digital transformations and digitization. At the same time, the government dismissed two deputies of the ex-head of the MES Serhiy Shkarlet – Oleksandr Kostyuchenko, who held the position since January 2022, and Oleksiy Shkuratov, who was appointed deputy minister in August 2021. In 2013, Zavhorodnyi graduated from the Faculty of Cybernetics of the Taras Shevchenko National University with a major in “Applied Mathematics”, according to the website of the Ministry of Education and Culture. In 2019, he obtained a second master’s degree in the specialty “Professional Education (Computer Technologies)” at Mykhailo Kotsiubynskyi State Pedagogical University in Vinnytsia. He also participated in the short-term program “The Role of Public Policy in Private Sector Development” at the Ukrainian Catholic University in partnership with Stanford University. In 2015-2021, he was a private entrepreneur in the fields of software development and non-formal education. Since 2019, he has been an adviser to the Ministry of Digital Transformation of Ukraine on public grounds, taking care of issues of education and science. Zavhorodnyi is also a freelance project manager of the “All-Ukrainian School Online” project – a platform for distance learning of Ukrainian students. In addition, Zavhorodnyi is an expert of the advisory committee on the development of the field of artificial intelligence under the Ministry of Digital. We will remind you that on March 20, the Verkhovna Rada dismissed Serhii Shkarlet, who held the position of Minister of Education and Science of Ukraine since December 2020. In his place, the director of the Small Academy of Sciences and a volunteer of the 95th Brigade of Airborne Assault Troops, Oksen Lisovoy, was appointed as the new head of the Ministry of Education and Culture. Shortly after that, the leadership of the Ukrainian Center for the Evaluation of the Quality of Education, which takes care of the organization and conduct of external independent evaluation (EXE), changed, and now it is the NMT.
