Ukrainian scientists discovered new episodes of plagiarism in the dissertation of the Minister of Education and Science of Ukraine, Oksen Lisovoy. After accusations of plagiarism, the new head of the Ministry of Education and Culture sent the work for verification to the National Agency for Quality Assurance of Higher Education. Lisovyi added that he has “zero tolerance” for plagiarism and in the case of confirmation of the fact of plagiarism, he will give up his scientific degree. However, a number of scientists were not satisfied with this answer. In particular, researcher Viktor Begun drew attention to the fact that Lisovyi did not deny the existence of plagiarism in the work. “I have reasoned doubts (about the scientific novelty of Lisovoy’s dissertation, – ed.) in view of the available facts: the tables of coincidences and manipulations, the refusal to say directly – no, I did not steal and the transfer of responsibility to a potentially dependent commission. It is necessary that everyone, who disagrees lied to read some part of Lisovoi’s dissertation, looked for suspicious phrases,” Bjegun said. Viktor Bighun called on scientists to analyze fragments of Lisovoy’s dissertation for the presence of suspicious phrases and to find the sources from which they were taken. Scientists found coincidences in Lisovoy’s dissertation with other scientific works, except for Ya. Arabchuk and A. Zuyev. According to them, there were many more episodes of reprinting without proper citation than the two previously reported. For example, candidate of historical sciences Marta Havryshko found in the work of Lisovoy similarities with the scientific works of A. Kurtuzov and K. Müller. Scientist Olena Romanova found out that some fragments of Lisovoy’s dissertation were used more than once in different works. In particular, an excerpt from Arabchuk’s work, which is contained in Lozovoy’s dissertation, was found in O. Stoyanko’s abstract, which was defended in 2004. Candidate of economic sciences Vadym Konchyn found in Lisovoy’s dissertation an entire “borrowed” paragraph without citation from the work of the brother of ex-president of Ukraine Viktor Yushchenko, Petro, who defended himself in 2009. Doctor of Sociological Sciences Olena Zlobina reported that she saw in the bibliography a reference to her book, written in co-authorship with another scientist. However, in the text itself, I did not find any coincidences with my own text – the author put a link to a section to which the authors of the book have no relation. Eleonora Shestakova, doctor of philological sciences, also found fragments in the minister’s work that coincide with the scientific works of O. Ichanska, P. Gurevich, N. Chaban, M. Shchukin and V. Shakhrai. Viktor Bigun in a comment for “UP. Life” noted that he did not calculate the percentage of plagiarism in Lisovoy’s dissertation, but his colleagues confirm that it is more than 20%. What is known about threats to scientists Viktor Bigun, who moved to Germany even before the war, claims that he started receiving threats after he began a public discussion of the problem of plagiarism in Lisovoi’s dissertations. User Re Oct publicly threatened the scientist with criminal proceedings, Interpol and even mentioned his deceased mother. He accused Bigun of “shaking the situation around the minister while abroad.” “He promised a ‘Moscow bottle’. I Googled it – it’s a Molotov cocktail. I have problems sleeping and I can’t work. I’m a scientist, I need to concentrate, and it somehow doesn’t work out well after threats,” says Viktor Bigun. The scientist did not contact the law enforcement authorities, and blocked the user who threatened. Anton Senenko, Candidate of Physical and Mathematical Sciences, defended Viktor Bigun. He recalled how he was subjected to “educational work” after he took part in actions against former minister Serhiy Skarlet, known for his liberal attitude to plagiarism. “I can’t stand when scientists are threatened. When they are intimidated. It scares me when scientists are threatened. It scares me when those who expose plagiarism are called agents of the Kremlin, scumbags and other bad words,” he says. Despite the new evidence of plagiarism, the community of educators, particularly scientists, is divided into several camps regarding Lisovoy as Minister of Education. The most radical are already demanding his resignation, others approve of the appointment and have a lot of hope for the minister, who is also a military officer. Some of the scientists are outraged by the plagiarism, but fear that in the event of Lisovoy’s resignation, someone worse may take his place. We will remind you that Serhii Babak, the head of the Verkhovna Rada of Ukraine’s Committee on Education, Science and Innovation, submitted his thesis for a plagiarism check to the National Agency for Quality Assurance of Higher Education.
