Due to the war, the number of children who do not go to kindergartens has increased – survey

As a result of the full-scale war in Ukraine, the percentage of children who do not attend preschool education has increased. This is evidenced by the results of a study by the State Education Quality Service conducted from April 24 to May 5 this year. The monitoring study covered 176 preschool education institutions. In 69% of kindergartens, the number of pupils decreased. This is due to families moving abroad or moving to another region. At the same time, the heads of 31% of institutions indicated that the number of children had increased. According to the information of local education management bodies, the share of children who do not attend preschools decreased: in 2021 – by 18%; in 2022 – by 16%; in 2023 – by 22%. The largest number of children who do not attend kindergartens are in Kirovohrad, Lviv, Mykolaiv and Odesa regions. The civil service adds that the main reason for the decrease in the number of children in kindergartens is the lack of shelters. The children remain formally pupils of the institution, however, they do not have real access to preschool education, and the pedagogical workers are on leave. “This issue arises most acutely in rural areas: a fourth of the heads of primary schools reported their absence (this is about shelter – ed.), whereas in cities and towns, every fifth head complains about it,” the State Education Quality Service notes. The decrease in children has affected preschool education institutions – their number has decreased by 1.5% over the past three years. According to the results of the survey, the educational process in 57% of kindergartens is organized in face-to-face format (in particular, 100% in Zakarpattia and Ternopil regions), in 29% – remotely, and in 14% – in a mixed format. 1,219 heads of the ZDO participated in the online survey.
