Earlier, the artist started work on another building in the center of Kyiv. When the image of a romantic couple against the background of a pelican began to be applied to the house of 1903 on Sichovy Streltsiv Street, the residents called the police and stopped the work. Then the Department of Cultural Heritage Protection of the KMDA obliged her to erase the mural at her own expense.

Yevgenia Kuleba reported that she would write an appeal to the responsible units of the KMDA to agree on all components of the draft Regulations on the creation of murals. She also called for a moratorium on the creation of murals until the vote of the Commission on Preservation and Protection of Cultural Heritage.

The scandal with the mural on Sichovy Streltsy

Previously, the scandalous artist Yevgenia Fullen created a mural based on a similar sketch on a historic building at 31 Sichovy Striltsy Street. The building in the Shevchenkivskyi district of Kyiv has a protected status.

At the time, local residents were outraged by the image and called the police, after which the work was stopped. An act of administrative offense was drawn up against the artist.

Kyiv City Council deputy Yevgenia Kuleba reported that the work on the mural was not agreed with the Kyiv Department of Cultural Heritage Protection. In addition, Evgenia Fullen and her team did not have any permission from the Shevchenkiv district administration to start work.

The city council obliged the artist to paint a mural at 31 Sichovyh Striltsy Street at her own expense. At the same time, a petition was created to suspend the creation of new murals in the capital, as well as to create a transparent mechanism for approving sketches. She has already collected a sufficient number of votes, and on October 30 she was supported by the Commission for the Preservation and Protection of Cultural Heritage.
