From October 13, narcotic drugs will be available in Ukrainian pharmacies only with an electronic prescription.

The paper prescription will no longer be valid, the Ministry of Health reported.

The department noted that the electronic prescription for narcotic drugs, which are usually used to relieve pain in patients with serious diseases, was introduced in November 2022.

“E-prescription for the patient a convenient option, because you do not need to constantly visit the doctor to obtain a paper prescription. Its electronic counterpart can be obtained remotely. For almost a year, the electronic prescription has proven its effectiveness and convenience. During this time, most patients and doctors chose an e-prescription instead of a paper one”, say the Ministry of Health.

However, the paper prescription continued to operate, as an alternative, during the transition period, which is already coming to an end.

Therefore, from October 13, 2023, the dispensing of narcotic drugs in pharmacies will be carried out only by electronic prescription in the entire territory of Ukraine, except for front-line territories and combat zones. There will be both electronic and paper prescriptions.

“Such a decision will prevent the uncontrolled circulation of such drugs, because their use has particularly dangerous risks for human life and health.” they say in the department.

The Ministry of Health also answered the most common question about obtaining narcotic drugs by e-prescription.

How to get a prescription for a patient who does not have a mobile phone?

You can identify yourself at the doctor with the help of documents (passport and individual tax number). The doctor will print a prescription information sheet containing the prescription number and redemption code that can be used at the pharmacy.

What to do if I entered the wrong phone number or lost access to it?

In this case, it is necessary to submit an application for changing the number through the online form. The phone number will be changed within a day.

“We advise patients, if possible, to check with their family doctor the phone number that is linked to the electronic medical record and, if necessary, change it,” say the Ministry of Health.

If there is no light in the hospital, will it be possible to get narcotic (psychotropic) drugs on paper forms?

There are certain exceptions in which the doctor will be able to issue a paper counterpart to the patient:

  • problems in the operation of the Electronic Health Care System, when an electronic prescription cannot be issued (power outages, technical problems in the operation of the system, etc.);
  • for prescribing extemporaneous drugs (that is, those that are made directly in the pharmacy);
  • if a prescription for narcotic drugs is issued in frontline territories or territories where hostilities are ongoing.

What to do with discounted narcotic drugs?

Subsidized narcotic drugs, the partial or full cost of which is reimbursed within the limits of local budget programs, will also be issued by e-prescription.

How to travel abroad with narcotic drugs that were issued with an e-prescription?

If the patient plans to travel abroad and transport the medicine with him, when issuing an e-prescription, the doctor must print an information certificate for him and must certify it with his own signature and seal.

Which doctors can issue an e-prescription for narcotic drugs (in particular, discounted ones)?

An e-prescription for a narcotic drug can be issued by a doctor who is responsible for the patient’s treatment. It can be both a family doctor and a specialized specialist: surgeon, oncologist, neurologist, etc.

In which pharmacy can you buy narcotic drugs with an e-prescription?

You can buy narcotic drugs with an e-prescription at a pharmacy that has an appropriate license to dispense narcotic drugs. Today, 100% of pharmacies that have the appropriate license are registered and working in the ESOZ.

Note that the validity period of an e-prescription for a group of narcotic drugs is 10 days, as well as a paper prescription form.
