According to the deputy mayor of Cape Town, Eddie Andrews, the animal tried to rest on the beach several times after that.

“This is normal and expected behavior for seals,” Andrews noted.
However, when the animal crawled ashore, beachgoers threw stones at it, pushed it with sticks and teased it in every way, the official added.
In the evening of October 18, the seal attacked another woman and an animal who were on the shore at the time.
After the incident, the local animal protection department transported the sea animal to a veterinary clinic, where it later died.
“Unfortunately, cases where seals suffer from stress due to people are not isolated. We ask all Cape Town residents and beachgoers to leave these animals alone.”– said Andrews.
