How to get a driver’s license: what has changed in the rules for passing theoretical and practical exams

The rules for obtaining a driver’s license in Ukraine have not changed for many years, although they were badly needed. In 2023, the Cabinet of Ministers adopted decisions that significantly change the procedure for obtaining a certificate. From now on, future drivers will take exams and prepare for them in two stages. First, you need to pass a theoretical course and pass an exam on knowledge of traffic rules. And only after this stage it is possible to start practical training. In addition, from August 1, applicants for a driver’s license can take the practical test an unlimited number of times within two years. “UP.Zhyttia” together with public activist, instructor Oleksandr Zerschykov and the owner of the driving school Anna Kushnaryova tells how the process of obtaining a license for future drivers will change. How to get a driver’s license To get a driver’s license, you need to pass two exams – on knowledge of theory and practical skills. Exams are also preceded by staged training. First, a person undergoes theoretical training, which ends with an exam at the service center of the Ministry of Internal Affairs, and then begins to practice driving. According to the new algorithm, the future driver can learn the theory on his own, contact tutors or a driving school. You can take the theoretical exam at any service center of the Ministry of Internal Affairs. You can sign up for it online. After successfully passing the theory test, the future driver can start practical training at a driving school or with a certified instructor in a specially equipped car. In order to pass exams at the service center of the Ministry of Internal Affairs, you need to obtain documents about passing a practical course at a driving school. The future driver must sign up for the practical test on his own and can choose any service center in Ukraine. “It is now possible to pass the theory and practice at any service center, and it is convenient. Various reasons related to the same service center could have encouraged corruption. For example, it is difficult to get to the service center or the examiners are not suitable in terms of temperament. Now a person has a choice,” emphasizes the owner of the driving school, Anna Kushnaryova. After successfully passing the practical test, the future driver receives the right to drive and a driver’s license. The future driver’s path to obtaining a license/Ukrainian Pravda The most important thing was the change in the conditions for taking the practical exam, says Oleksandr Zerschikov. Before the changes, a prospective driver had only three attempts to pass the practical driving test. “If a person did not complete the practice three times, then he had to study again, and it took two months and several thousand hryvnias. What in such cases did the system “say”: “don’t go for the second time, give us better money and we will have you’ll be eligible tomorrow,” he explains. The fear of not passing the exam three times is quite a psychological barrier. People were nervous and may have made mistakes. The human factor also played a big role in passing the practical exam, and corruption developed along with it. What changed in theoretical training It was allowed to acquire theoretical knowledge of traffic rules on your own. From now on, a future driver does not need documents that he has graduated from a driving school in order to be admitted to the theory test. In fact, you can learn the rules anywhere and anytime. The main thing is – to successfully pass the exam. “If a person has a good memory, he spent enough time on preparation, then there will be no problems to pass on his own. However, if you do not succeed on your own, you will need to seek help. And here a person will have a choice: a driving school, online courses or some tutor,” explains Anna Kushnaryova. How to prepare for the theory test on your own. You can study the wording and pass the theory test on your own. However, according to the owner of the driving school, drivers should prepare for driving on their own on the road, where they need to orient themselves in different situations. This will require not only accurate wording of traffic rules, but also a clear understanding of them. “Questions in the service center are often disconnected from life in theory. They try to check the driver’s knowledge of legal norms and exact wording. There are very few questions in the tests about traffic safety, interaction on the road or any real situations,” Zerschikov emphasizes. A person needs to understand that he is primarily preparing not for passing the exam as such, but for responsible driving. But it is important not to memorize them, because they can change in a month, but to try to understand them. If you are wrong about intersections, then you should go and listen to a lecture about crossing intersections,” adds Oleksandr Zerschikov. It is possible to prepare without a tutor or a driving school, but then you should talk to people who have practical experience and can clearly explain some aspects. I think people will choose driving schools because driving is about responsibility. And not only for your own life, but also for those around you. The driving school can also give a cycle of additional lectures so that every future driver has enough knowledge to go out on the road independently. These are, for example, lectures from an insurance company, a psychologist, lawyers about talking to the police and evacuating a car. This is all important for future drivers to know,” Kushnaryova assures. How the theory exam will be conducted The theory exam will be taken as before: at a computer in the offices. You can sign up for the theory exam online at any service center. In case of failure, repeat the exam possible in at least 10 days. Also, more surveillance cameras have now been installed in the classrooms, which do not leave “blind spots”. Accordingly, the processes of taking exams are now fully monitored. According to the Ministry of Internal Affairs, the cameras will allow you to hear and see from different angles everything that happened during exam. Four surveillance cameras will be installed each, which will provide a cross-view and record sound in the room. In the first week that the new system began to work, only a quarter of candidates were able to pass the theory test. What has changed in practical training? Practical driving lessons, a driver candidate can start only after successfully passing the theory test at the service center of the Ministry of Internal Affairs.The future driver needs to undergo practical training at a driving school, pass an internal test and receive a certificate of its completion. You can also use driving simulators, which will give you a better idea of how to act in a particular situation on the road. Who passes the practical exam After passing the practical training, you need to sign up for the exam at any service center of the Ministry of Internal Affairs. This can be done directly in it through the terminals installed at the entrance to the premises of the service centers. If there is no terminal, you need to contact the administrator, who can also sign up for the exam. In addition, the Ministry of Internal Affairs tests the online registration and the practical exam. It works in Vinnytsia, Kyiv, Lviv, Zhytomyr, Kirovohrad, Rivne, Sumy, Odesa regions and the city of Kyiv. You can take the practical exam an infinite number of times within two years with an interval of 10 days. “Every person can now prove their knowledge. I believe that this is a victory in legislation. If the system did not want to cancel this norm for eight years, then someone needed it,” Oleksandr Zerschikov shares. It clearly defined typical mistakes and criteria for assessing the abilities of a candidate for the right to obtain a driver’s license. “The instructions according to which the exams are now accepted are difficult to follow. There are many inaccuracies, half-tones. Sometimes the student does not understand what he needs to correct, because he knows how to drive a car,” Anna Kushnaryova emphasizes. Video recorders will also be installed in exam cars, which will record the entire exam: the actions of the driver and the instructor. Anyone who took the exam can get these records. On the one hand, it protects a person who wants to pass the exam on his own from improper actions of the instructor. However, hundreds of thousands of people get their driver’s licenses every year – and that’s hundreds of hours of video. Oleksandr Zerschikov assumes that if a person complains to the service center on his own, he will have the opportunity to check how and with whom he took the exam. “But those who decided to “make an agreement” most likely won’t complain,” he adds. How and what drivers can appeal Another innovation is fines for employees of service centers and driving schools, in particular for improper training for the latter. In what cases can a driving school be fined for: carrying out training, retraining of vehicle drivers by a person who does not have a valid document of a specialist in vehicle driver training; admission of persons who have not passed the theoretical exam to the practical training of drivers; carrying out practical training of drivers using vehicles equipped in violation of the requirements of traffic regulations, or a person who is deprived of the right to drive vehicles. Fines range from UAH 8,500 to UAH 13,600. That is, you can contact the Ministry of Internal Affairs if you were not provided with adequate theoretical or practical training at a driving school. You can submit a complaint directly to the service center of the Ministry of Internal Affairs or fill out the form for submitting electronic appeals of citizens and send it by e-mail: [email protected]. In what cases can fines be imposed on employees of service centers: violation of the procedure for state accreditation of driving schools and violation of the established procedure for certification of their specialists (from 8,500 hryvnias to 13,600 hryvnias); violation of the procedure for taking exams for obtaining the right to drive vehicles or issuing a driver’s license (from 17,000 hryvnias to 34,000 hryvnias); Within 30 days, the driver candidate can receive a video recording and challenge the results of the practical and theoretical test.
