In 2023, almost 100 cases of bullying in schools were recorded in Ukraine – Opendatabot

Over the past five years, more than 600 cases of bullying in educational institutions have been opened in Ukraine. Since the beginning of the full-scale invasion, the number of proceedings has been reduced by almost half.

Most often, such violators are fined, Opendatabot reported.

Bullying is any violence that harms a person’s mental or physical health. According to UNICEF, in Ukraine, 67% of teenagers aged 11 to 17 faced this problem.

Since 2019, 614 cases of bullying have been recorded in Ukrainian schools. Before the full-scale war, their annual number was constant – about 146 per year. However, fewer were opened in 2022 – 79 cases about bullying, in 2023 – 96.

Last year, adolescents aged 14 to 16 years were most often prosecuted for bullying – 51 decisions. There were also cases of bullying committed by a group of people or repeatedly by teenagers of the same age.

Heads of educational institutions can also be held responsible for not reporting cases of bullying. In 2023, there was one such case.

Mostly, fines are applied to violators. For five years, there are only two court decisions in the register, according to which correctional works were ordered. Both cases happened in 2019 in Zhytomyr region and Kherson region. Corrective work was then scheduled for 20 hours.

Responsibility for bullying in educational institutions in Ukraine appeared in 2018. The law provides for two types of punishment: a fine from 850 to 3,400 hryvnias and community service from 20 to 60 hours.

Offenders bear administrative responsibility starting at the age of 16. Until this moment, their parents are responsible for the children’s actions.

If the heads of educational institutions keep silent about cases of bullying, they can be fined or sent to correctional work and deducted up to 20% of their earnings.
