In Boryspil, Kyiv region, the police filed a report against a man who was walking a Staffordshire terrier without a leash or muzzle.
The owner of the dog did not follow the rules for walking the animal, so the dog bit the children, and their mother called the police.
“Yesterday around 3:00 p.m., the police were called to Yasna Street in Boryspil. The applicant was walking with her two children outside and noticed a man walking a fighting dog without a leash or muzzle.
Later, the dog attacked the children and bit them.” – says the patrol police of Boryspil.

Also, the owner of the four-legged dog behaved aggressively and used obscene language loudly, which violated public order.
Protocols were drawn up on the man Part 3 of Art. 154 (Walking dogs without leashes and muzzles, which caused damage to human health) and for Art. 173 (Minor hooliganism) KUpAP.
The woman and children were taken to the nearest hospital, where the children received the necessary medical assistance.

What are the dog walking rules?
According to the law, people aged 14 and older can walk animals, and potentially dangerous dogs – from 18.
Potentially dangerous dogs are not allowed to be walked without a leash, and dogs of breeds recognized as dangerous must be walked only on a short leash and in a muzzle.
The owners are obliged to provide the pet with a collar with a personal license plate.
The police remind you of some more rules for walking animals:
❌ do not accompany animals while intoxicated;
❌ do not bring animals to the premises of shops (except specialized shops), cafes, health care institutions, education, children’s and sports grounds (the exception is guide dogs – ed.);
❌ do not leave animals unattended;
❌ do not bathe animals on the territory of city beaches and in fountains, etc.;
✅ transport animals in city transport in special containers or on the back platform of a tram or trolleybus, dogs of large breeds – only on a leash and in a muzzle;
✅ walk animals in a place designated for this purpose;
✅ use a leash and a muzzle;
✅ clean up after your animals.
For violating the rules of keeping dogs or cats, the owners can receive a warning or a fine – even confiscation of the pet.
