The new law “On the ownership of dangerous animals and dogs”, introduced on May 29, has outraged Egyptian “dog lovers” and animal rights activists, reports VICE. The law recognizes most dog breeds as “dangerous” and also prohibits owning a dog without the permission of an authorized body. However, the innovations do not yet apply to homeless dogs. This list can be supplemented. People who keep a “forbidden” breed face heavy fines or jail time if the animal harms someone. White-listed dogs still have to be inspected, registered and licensed, during which pet owners must pay a fee of up to 50,000 Egyptian pounds ($1,620) to the General Directorate of Veterinary Services. Under certain conditions, the state authority may allow owners to register and keep breeds from the prohibited list. However, “dangerous breeds” are still prohibited from being in public places. In addition to many dogs, the list of dangerous animals includes cheetahs, tigers, lions, jaguars, wild cats, gorillas, chimpanzees, crocodiles, turtles, poisonous snakes and insects, wolves, foxes, bears, pandas, hippos, wild buffaloes and wild donkeys. Keeping such animals is allowed by the state only in some cases. Circuses, zoos and shelters that house such animals have many responsibilities regarding their care, treatment and safety measures.
