Military personnel will be able to undergo VLC in civilian hospitals: government resolution

The Cabinet of Ministers supported the creation of non-staff military medical commissions (hereinafter referred to as VLK) on the basis of civilian medical institutions. The government has adopted a resolution on the implementation of a new package within the Medical Guarantee Program, the Ministry of Health reports. All services included in the package of the Medical Guarantee Program will be free of charge for those who undergo VLK. The package provides for conducting medical examinations by multidisciplinary teams of VLK doctors formed at territorial centers of recruitment and social support. Photo: [email protected] Freelance VLCs, which function at the territorial centers of recruitment and social support, will function on the basis of civilian medical institutions. Their number and list, taking into account the current workload, will be determined by the leadership of the regional military and Kyiv administrations. The National Health Service will enter into contracts with these medical facilities and provide payment for the services provided under the new package “Medical examination of persons, which is carried out at territorial recruitment and social support centers”. Such a step will make it possible to strengthen the resource provision of the work of doctors who are involved in conducting medical examinations to assess a soldier’s suitability for military service. Previously, military personnel could undergo medical examination only in military medical institutions according to the territorial principle (also according to the place of treatment, training, stay on a business trip, vacation). “The conditions of a full-scale war present us with new challenges. The burden on military medical commissions has increased many times. Our duty is to provide Ukrainians with an appropriate level of service without bureaucracy and queues, including at the VLK. This is one of the important and relevant tasks today. Ministry of Health for its part, has already joined the creation of the VLC on the basis of civilian health care institutions,” says the Minister of Health Viktor Lyashko. Also, the Ministry of Health says that their team works as part of interdepartmental work to improve the work processes of the VLK. What services will be free on VLK and how to get them? All services included in the package of the Medical Guarantee Program will be free of charge for those who undergo VLK. In particular, the state will cover the following services: conducting laboratory and instrumental research; referral of a person in the presence of indications to other medical institutions for the necessary consultations and examinations, as well as for the provision of specialized medical assistance in case of need; design of draft certificates and formation of medical conclusions regarding the state of health. In order to receive free services at a civilian medical facility, a citizen who is undergoing medical examination must have one of the following documents: an examination and medical examination card; medical examination card of a candidate for training in higher military educational institutions and military educational units of higher education institutions of the Ministry of Defense; conscript’s medical examination card; referral of the head of the territorial center of recruitment and social support. Earlier, in February 2023, the government announced that it was working on the digitization of the VLK together with the Ministry of Digital, the Ministry of Defense, the Ministry of Health, the Ministry of Veterans Affairs and the Ministry of Social Policy.
