In the Center for socio-psychological rehabilitation of children “Happy Childhood” in the city of Polonne, in the Khmelnytsky region, significant violations of the conditions of keeping and raising children were discovered.

Employees of the Office of the Human Rights Commissioner of the Verkhovna Rada of Ukraine visited the institution, where 13 pupils are currently staying, the ombudsman is informed. These are children who are in difficult life circumstances, deprived of parental care and for various reasons are not brought up in families.

According to ombudsman Dmytro Lubinets, his employees discovered that a psychologist does not work with children.

Also, the institution has not created the conditions for obtaining an education: schoolchildren, studying in the online format, are simultaneously connected to lessons in various subjects. At the same time, the children are in one room without adult supervision and “instead of studying, they are engaged in more interesting things for themselves,” says the Office of the Ombudsman.

Dmytro Lubinets also noted that in the summer of 2023 his representative had already visited this institution. Numerous violations were also discovered then. In particular, the institution did not comply with the doctor’s recommendations regarding the need for psychiatric consultation for four children who cut themselves with a sharp object at the same time. Also, the neurologist did not examine the child after inpatient treatment.

One of the comments concerned the lack of ventilation in the shelter, instead of which a hole was punched in the wall. As a result, the air temperature in the room was the same as outside.
