As of mid-November, Russia has still not agreed to the possibility of joint medical commissions, which are needed for the exchange of seriously wounded and seriously ill prisoners of war.

This was reported by the Coordination Headquarters for the Treatment of Prisoners of War in a letter to the International Committee of the Red Cross.

They note that in August, Ukraine decided on the formation of mixed medical commissions, and already in September completed all domestic procedures regarding the start of their work.

Such medical commissions were supposed to be formed in Russia, but as of mid-November, the International Committee of the Red Cross had not received approval from Russia on the possibility of such medical commissions.

Since Russia violated the deadlines for approving the nominations of doctors from neutral countries to participate in the medical commission, the Coordination Staff for the Treatment of Prisoners of War turned to the ICRC.

Ukraine insists that the Red Cross and other international organizations take measures to force Russia to fulfill its obligations.

During the full-scale invasion of Russia, Ukrainians had a lot of questions about the work of the International Committee of the Red Cross. In particular, the organization cannot provide answers to inquiries about the whereabouts of missing persons or prisoners, and does not visit their places of detention.

The ICRC promised to guarantee the safety of Ukrainian defenders who left Azovstal in May 2022, but did not do so. The Red Cross also undertook to ensure the connection of Ukrainian prisoners of war with their relatives.

In November 2022, the ombudsman called on the Red Cross to use the correct terms for the full-scale invasion of the Russian Federation in Ukraine – to call the war a “war” and not a “Ukrainian crisis”.

In July 2023, the Red Cross announced a reduction in funding for rubber needs in Ukraine.
