MKIP reacted to the conflict between the State Enterprise “Center for the Development of Contemporary Art” and National Academy of Fine Arts and Architecture. Earlier, a dispute arose between them over the heating of the premises in which NAOMA dormitories and art workshops of the Center for the Development of Contemporary Art are located.

Ministry of Culture declares that he analyzed the problem and found that the Center delayed the conclusion of contracts with energy suppliers independently of NAOMA for many years. It is precisely because of this that conditions have arisen under which the issue of heating in the building is at risk for everyone – both students and workshops of the Center. However, MKIP further writes that it assesses the threats to students as minimal and cannot support only one side of the conflict:

Artists for whom workshops are their workplaces, laboratories of creativity, should not suffer and lose the possibility of their creative self-realization. I understand the importance of the tasks facing NAOMA at this difficult time in terms of ensuring a high-quality educational process and the functioning of the Academy in general. However, I demand to urgently make a decision regarding the restoration of electricity supply to the State enterprise “Creative-production and educational-research center for the development of modern art“, the acting minister Rostislav Karandeeva quotes from the ICIP.

He also added that in the future, both institutions should be guided by the provisions of the Agreement on Reimbursement of Utility Services and Energy Carriers, which they concluded on June 11, 2023. All issues between the Academy and the Center must be resolved in accordance with this agreement before its expiration.

Immediately after the publication of the MKIP statement, the press center of the Academy of Arts published an appeal from the labor team. In it, NAOMA employees urge “stop illegal pressure” to the administration.

What happened between NAOMA and the Center for the Development of Contemporary Art

For a long time, there were disputes between the Academy and the Center regarding heating and electricity in the building on the street. Lukyanivska, 69/71. Students of the NAOMA dormitory live there and artists work All-Ukrainian creative union “BZ ART”.

The manager and director of “BZ ART” and the Center for the Development of Contemporary Art is one person – Andriy Zyabluk. That is why the names of both the Development Center and the Union appear in the conflict.

For these institutions and the dormitory of students of the Academy of Arts, a joint boiler room operated, which was on the balance sheet of NAOMA. Heat and electricity came from it for everyone’s needs.

The story with the heating was told in more detail in the media Other Kyiv. Kateryna Shchaslyva, a senior boiler house foreman and occupational safety engineer at NAOMA, said that they wanted to clean up the boiler house as early as 2021. Then this issue was resolved and the heating season passed without any problems. With the beginning of the full-scale invasion, the boiler house building was leased to the “Dobrobut-Teplo” company for the period of martial law. The tenants broke the gas boiler – they started heating the cast-iron boilers with firewood, after which they failed. It was after this that problems arose with heating and electricity.

On the other hand, for a long time, the head of the Center of Contemporary Art did not conclude contracts with utility companies, due to which the responsibility for heating the Union of Artists rested on the shoulders of NAOMA. The representatives of the Academy noted that they have repeatedly turned to the director of “BZ ART” Andriy Zyabluk to resolve the issues that have arisen.

Due to a malfunction, the boiler plants were forced to switch to energy supply, but the power supply organization’s capacity was not enough for everyone. On October 15, 2023, the Academy decided to disconnect the power supply to the artists’ workshops of the Center for the Development of Contemporary Art. In the post of the press service, it was noted that Zyablyuk refused heating from the boiler room on his own initiative.

The artists of the All-Ukrainian creative union “BZ ART” also appealed to the MKIP. In their address, they emphasized that the Ministry of Culture should pay attention to the activities of the Academy.
