The Commission on Journalistic Ethics responded to the complaint of journalist Yevgenia Virlych, who claimed that the jokes in the New Year’s issue of “Studio Kvartal 95” discriminate against residents of the southern and eastern parts of Ukraine on the basis of language and gender.
But it was not confirmed in the KJHE. The commission notes that there is a very fine line between humor on sensitive topics and discrimination.
“Freedom of expression protects not only information or ideas that are perceived positively or are viewed as inoffensive or leave the audience indifferent, but also ideas that offend, shock or disturb. At the same time, important elements in analyzing the ability of certain humor to cause discrimination are the context of the expression and the extent of its spread“, KZHE noted.
The commission also draws attention to the fact that media with a large audience should be aware that their broadcasts have perhaps the greatest influence on the formation of public opinion. And therefore calls for a pre-release examination of materials, paying particular attention to possible manifestations of discriminatory humor and stereotyping of vulnerable groups.

“Humor should also not contribute to the establishment of certain, often false, stereotypes about representatives of certain groups and brand them as inferior.
In the past, this method was widely used in products aimed at several markets at the same time (Ukrainian, Russian, the so-called CIS market), and led not only to a simplified understanding of the ethno-political situation in many countries, but also normalized for a significant number of the Ukrainian population the feeling of inferiority of their own culture “– added in KZHE.
The commission noted the removal of the number from YouTube and the re-editing of the entire show.
“This indicates that the TV channel is aware of the harmful consequences that the distribution of this video may lead to in the future“, the Commission added.
At the same time, the team of creators of this show continues to insist that the stormy reaction of society is “inflating treason on an equal footing”, which plays into the hands of the enemy. In this way, the creative team shifts the responsibility for potential infringement to the audience.
It will be recalled that Ukrainians were outraged by a humorous scene about a resettled woman from Skadovsk, temporarily occupied by the Russians, who moved to Transcarpathia. The number was called “ugly humor and discrimination.”
Within a few hours, the actress of “Quarter 95”, who played the main role in this scene, asked for the number.
