The Committee NAMELY confirmed plagiarism in the dissertation of Poltava Polytechnic Rector Onishchenko

The ethics committee of the National Agency for Quality Assurance of Higher Education (NAZYAVO) confirmed the presence of plagiarism in the doctoral dissertation of the rector of the National University “Poltava Polytechnic named after Yury Kondratyuk” Volodymyr Onishchenko. This happened after the process was deliberately delayed.

In June 2023, Oleg Smirnov, a former associate professor of Sumy State University, filed a complaint about plagiarism in Onishchenko’s doctoral theses.

It is noted that Volodymyr Onyshchenko twice asked to postpone the consideration of the complaint. First because of a business trip abroad, the second time – because of a stay in a medical institution.

Subsequently, Onyshchenko’s representative Mykola Knysh sent a complaint to NAZYAVO about plagiarism in the dissertation of Ivan Nazarov, the speaker of the case and deputy head of the National Agency. To avoid a conflict of interests, the latter wrote a statement to recuse himself.

Already during the meeting itself, which took place on March 15, Knysh submitted applications for the removal of other members of the Committee – Viktor Alkema, Olena Yeremenko and Lidia Fesenko. He justified this by the fact that he also found plagiarism in their scientific works and filed complaints about it.

However, the Committee noted that at the time of the meeting these complaints were not known, and also accused Knysh of “creating conditions for an artificial conflict of interests.”

As a result of the review, the Committee confirmed the existence of “textual matches without proper references” with 9 sources.

However, the conclusions of the Committee are not final. In the future, NAZYAVO will study all the submitted materials and make its decision. A meeting to consider this submission will be held on April 2.
