The Ethics Committee of the National Agency for Quality Assurance of Higher Education (NAZYAVO) confirmed the presence of plagiarism in the dissertation of the former Minister of Education Serhiy Shkarlet.

This is stated in the institution’s decision.

However, the document does not have legal force yet, said NAZYAVO chairman Andriy Butenko in a comment for “UP. Life”.

“This decision is not a legal one, but a technological and procedural one. This is what allows the National Agency to submit a package of documents on the consideration of facts of plagiarism.

NAZYAVO will study the materials provided by the Committee and make its decision. If the investigation confirms the presence of plagiarism, the National Agency will apply to the Ministry of Education to revoke Serhiy Shkarlet’s academic degree.” – he noted.

A complaint about plagiarism in Shkarlet’s dissertation “Formation of economic security of enterprises by means of activation of their innovative development” for obtaining the scientific degree of Doctor of Economic Sciences was received in May 2023 from Sumy State University professor Oleg Smirnov.

In the statement, he claimed that academic plagiarism is present on 87 pages of Skarlet’s scientific work – 24% of the entire volume. The former minister “copied” the most from the Russian scientist H. Silkina.

During the analysis of the work, experts of the Ethics Committee found 6 sources with large text matches without references and paraphrasing.

“The dissertation also contains copying of non-textual information (in particular, formulas, tables, figures and diagrams, the authors of which are other persons) from other sources without proper references to them and presenting these data as their own; illegal textual borrowings with translation (literal translation or translation from paraphrasing Russian-language sources without proper references), as well as duplicating previously cited borrowed fragments”. – it is stated in the decision of the Committee.

However, the document noted that some of the coincidences are established phrases inherent in the scientific style.

The process of analyzing the dissertation lasted more than half a year.

“The materials contained in the state repository were divided into several files. It took a long time to recognize that this is a single, coherent document. We tried to do it in such a way that it could not be challenged in court.” Andriy Butenko explained.

In 2020, the NAZYAVO committee already detected plagiarism in four publications by Serhii Shkarlet. However, then the ex-minister sued the institution in court, which ruled that plagiarism in his works was searched illegally.

“The court’s decision has not entered into legal force, because the National Agency filed an appeal. During the period of its review, the previous decision loses its legal force. Therefore, we are now acting within the framework of the law.” – stressed the head of NAME.

It will be recalled that in March 2023 it became known that Scarlett was retiring. And already in May, he became the first vice-rector of Chernihiv Polytechnic.
