The rector of Kharkiv Karazin National University Tetyana Kaganovska sued the National Agency for Quality Assurance of Higher Education to stop checking her work for plagiarism.
The court forbade consideration of the complaint about plagiarism in her dissertation, former professor of Sumy State University Oleg Smirnov reported, referring to the court’s decision of October 5.
According to him, the ethics committee was supposed to consider plagiarism in the rector’s dissertation by September 9, but extended the review period to October 9.
On October 5, the court made a decision to “recognize the actions (regarding the examination of the dissertation – ed.) as illegal.”

In a comment to “UP. Life”, the head of the National Agency for Quality Assurance of Higher Education (NAZYAVO) Andriy Butenko said that Tetiana Kaganovska filed a lawsuit to the court that, in her opinion, the national agency has no right to check her work for plagiarism.
“Also the rector filed a lawsuit, which prohibits taking any actions until the case is considered on its merits. That is, until the first claim on the authority of the national agency is considered, it is forbidden to take any actions.
We already have three such cases“– said the head of NAZYAVO.
A similar decision was previously issued by the acting court. Rector of Vinnytsia Medical University.
According to Svitlana Vovk, coordinator of the Dysergate anti-plagiarism initiative, the relevant court rulings are “a serious precedent for creating conditions of impunity for science thieves.”
“If NAZYAVO does not find a legal mechanism to unblock this situation, all exposed plagiarists will try to escape from responsibility in this way.” – she noted.
