NAZYAVO member and lawyer Mykyta Andreev sued the agency because it stopped the examination of the thesis of Minister Oksen Lisovoy and the head of the Education Committee of the Verkhovna Rada Serhiy Babak for plagiarism. Andreyev informed “Ukrainian Pravda. Life” about opening a lawsuit against the National Agency for Quality Assurance of Higher Education. The court decided to open an administrative case based on a lawyer’s claim on August 21. “There will be a trial. On May 31, I already wrote a post about the inadmissibility of the suspension of consideration of the “plagiarism” cases of the Minister of Education and Science and the head of the specialized committee of the VRU. I have no doubt that the fate of these cases would have been different if they had other surnames. The members of NAZYAVO are actually not were able to exercise their powers and decide on the presence or absence of manifestations of academic dishonesty in the works of the above-mentioned persons. “I promised concrete actions, because the Ministry of Education and Science of Ukraine is in a critical state… All I observe now is violation upon violation; only conversations about visions and strategies; lack of understanding of what is happening around and how to deal with it. I observed something similar at the MES in 2018, when a “manual” competition committee selected members to NAME. This competition was later evaluated by the Supreme Court during the review of my claim. Today, the MES is almost the same people, and once again they prove that they they only understand the language of court decisions,” says Mykyta. It will be recalled that shortly after the appointment of Oksen Lisovoy as the Minister of Education, scientists accused him of plagiarism in his thesis on philosophy, which he defended in 2012. Oksen Lisovyi and Serhiy Babak submitted their works for verification to NAZYAVO. The minister promised that in the case of confirmation of dishonesty, he would refuse the academic degree. On May 19, the Government approved the mechanism of voluntary refusal of a scientific degree. Lisovyi was the first to refuse the degree of candidate of sciences, and Babak followed him. Subsequently, NAZYAVO suspended the verification of dissertations, saying that the agency cannot verify the dissertation of a person who does not have a scientific degree. However, last week the court opened an administrative proceeding to declare illegal the government’s decision on voluntary refusal of a scientific degree.
