On the evening of January 22, the online voting for the competition for the Supervisory Board of the Ukrainian Football Association ended. Immediately after the end, the names of four winners from public organizations and cultural institutions were announced.

Among the cultural institutions, the director and artistic director of the Kherson Regional Academic Music and Drama Theater named after M. Kulisha Oleksandr Book, having typed 72 votes. The book is also the founder of the theater festival “Melpomena of Tavria”which took place even despite the war . From the beginning of the full-scale invasion, he survived the occupation of Kherson and detention by the occupiers.

From the public associations, the director of the limited liability company “PPV Mepezhi of Knowledge” was announced as the winner. Volodymyr Vorobey, who scored 57 votesand the head of the public organization “Ukrainer”, a journalist and public figure Bohdan Logvinenko with 56 votes.

PPV Knowledge Networks, an economic development agency headed by Vorobei, creates and develops businesses and business networks in creative industries. In turn, Logvynenko’s Ukrainer project tells about trips to the regions of Ukraine for a foreign and Ukrainian audience.

About the Supervisory Board of the UKF

Ukrainian Cultural Fund – a state institution that finances art projects based on competitive selections. The supervisory board is one of the management bodies of the institution.

In 2024, the budget of the UKF is 215.6 million hryvnias – 8.96 million more than in 2023, but still almost three times less than the pre-war level.

Online ranking voting for four applicants from cultural institutions and public associations to the Supervisory Board of the Ukrainian Football Federation started on January 5 and lasted until January 22. Two more members of the Supervisory Board are appointed by the ICIP and two by the President of Ukraine. Their names are currently not disclosed.

During this year’s voting, the NGO “Institute of Legislative Ideas” published lists of candidates among public organizations, and in its investigation drew attention to the fact that about 20 of them are directly related to one of them – Oleksandr Suslenskyi.

Cultural activists published an open letter to the Ministry of Culture and the President. In it, they urged them to take responsibility for the formation of a new supervisory board. In the conclusion, no organization related to Suslensky received the largest number of votes.

In May 2021, cultural figures accused the UCF Supervisory Board of manual management and wrote a corresponding open letter to President Volodymyr Zelensky, the then Minister of Culture and Information Policy Oleksandr Tkachenko, and Prime Minister Denys Shmyhal.

The letter claimed that the council fundamentally refused to finance a significant part of the projects that took high places in the rating. Instead, UKF decided to give money to projects with fewer points and a lower place in the rating.

The signatories reported that the Supervisory Board did not explain its decisions, deprived the participants of the competition of the right to appeal and did not inform about changes in priorities in conducting the competitive selection. Then they demanded from Zelensky to dissolve the Supervisory Board of the UKF and cancel its decision.

In response, Oleksandr Tkachenko stated that a crisis regarding the system of management approaches had long been brewing in UKF. He also recommended the resignation of two members of the Supervisory Board: Oleksandr Suslenskyi and Ihor Tuluzov. But they did not go anywhere.

In June of the same year, Oleksandr Tkachenko appointed the executive director of the UKF. He became a specialist in public policy in the archival field and candidate of historical sciences. Vladyslav Berkovskyi. Berkovsky won the competition for this position.

In April 2023, the UKF announced that this year it lacked funds to finance cultural and artistic projects.
