Deputies Serhii Hryvko and Halyna Tretyakova were absent. According to Inna Sovsun, this is the fourth committee of the Verkhovna Rada that supported the bill. It will be recalled that in March 2023, People’s Deputy Inna Sovsun submitted to the Verkhovna Rada a draft law on civil partnerships, which would, in particular, allow same-sex relationships to be registered. The Parliamentary Committee on Youth and Sports supported this draft law and recommended it for approval in the first reading. The document was also supported by the European Integration Committee. At the same time, the Ministry of Defense of Ukraine opposed the draft law. The All-Ukrainian Council of Churches and the Orthodox Church of Ukraine also opposed the establishment of the “registered partnerships” institute. The Holy Synod of the OCU declared that the initiative violates the norms of the Constitution of Ukraine regarding the definition of marriage as the union of one man and one woman.
