The level of ensuring LGBT rights: Ukraine was at the bottom of the European ranking

In the rating of European countries regarding the level of ensuring the rights of the LGBTQ+ community, Ukraine took 39th place. A total of 49 countries were analyzed.

This is stated in the report of ILGA – International Association of Lesbian, Gay, Bisexual, Transgender and Intersex People.

The rating is formed on the basis of the following indicators:

  • equality and the presence of discrimination;
  • family;
  • hate crimes and hate speech;
  • legal recognition of gender;
  • bodily inviolability of intersex people;
  • civil society space;
  • shelter.

“We recognize that the war disrupts the normal functioning of governments, state authorities and society as a whole. However, this does not cancel the obligation of the Ukrainian authorities to ensure full compliance and protection of the rights of LGBT people.” – said the organization

As noted in the report, during this year in Ukraine the problem of hate speech against LGBT representatives became acute. There were also recorded cases of hate crimes, particularly in the occupied territories. Cases of torture, abduction, persecution, imprisonment and violence by Russian soldiers were reported.

ILGA noted that this year Ukraine took a big step towards recognizing LGBT relationships. It is about work on the draft law on registered partnerships, which was supported by four committees of the Verkhovna Rada, the Ministry of Defense and the Ministry of Justice.

The organization also noted the improvement of society’s attitude towards LGBT representatives and the ratification of the Istanbul Convention.

Malta, Belgium, Denmark, Spain and Finland made it to the top five of the rating.

Azerbaijan took the last place. Belarus, Russia, Armenia and Turkey were also at the bottom of the rating.
