The Ministry of Culture registered 31 candidates for membership in the Supervisory Board of the UKF

The Ministry of Culture and Information Policy registered 31 applicants for membership in the renewed Supervisory Board of the Ukrainian Cultural Foundation. 20 of them from cultural institutions and 11 – from public associations. The list of organizations, whose representatives will elect 4 members of the Supervisory Board of the Ukrainian Football Federation from Monday, has not been officially published by the MKIP.

In general, the Supervisory Board of the UKF consists of 9 people. Two members are appointed by the President of Ukraine, two more by the Ministry of Culture. The names of the President and MKIP have also not been made public.

The budget of UKF for this year is 215.6 million hryvnias, which is 8.96 million more than in 2023, but still almost three times less than the pre-war level. Most of this money is issued in the form of grants to Ukrainian artists and organizations for the creation of artistic works and projects.

Acceptance of documents from potential candidates lasted from October 26 to December 26, 2023, the ICIP reminded.

31 candidates represent nine regions of Ukraine: Donetsk region, Ivano-Frankivsk region, Zhytomyr region, Lviv region, Rivne region, Kharkiv region, Kherson region, Chernihiv region, Kyiv region and the city of Kyiv.

The largest number of male applicants is 21, while the number of female applicants is only 10. By age, the most numerous are candidates aged 45-49.

Who will vote?

Ranking online voting for applicants from cultural institutions and public associations to the Supervisory Board of the Ukrainian Football Federation starts January 5. 103 authorized persons from public associations and 102 persons from cultural institutions from 23 regions of Ukraine and the capital will take part in it. Most of them are from the city of Kyiv, Kyiv and Kharkiv regions.

According to the voting results, two candidates (from cultural institutions and from NGOs) who received the most votes will be elected to the Supervisory Board. Voting will take place from Monday, Acting Minister of Culture Rostislav Karandeev wrote.

Scandal surrounding the Supervisory Board of the UKF

Ukrainian Cultural Fund – a state institution that provides financial assistance to Ukrainian cultural projects based on competitive selections. The Supervisory Board is one of the governing bodies of the UKF.

The current composition of the Supervisory Board was formed at the end of 2020 and was elected for three years. So her term of office expires at the end of 2023. The same person cannot be a member of the Supervisory Board of the Fund for more than two terms in a row.

In May 2021, cultural figures accused the UCF Supervisory Board of manual management and wrote a corresponding open letter to President Volodymyr Zelensky, the then Minister of Culture and Information Policy Oleksandr Tkachenko, and Prime Minister Denys Shmyhal.

The letter claimed that the council fundamentally refused to finance a significant part of the projects that took high places in the rating. Instead, UKF decided to give money to projects with fewer points and a lower place in the rating.

The signatories reported that the Supervisory Board did not explain its decisions, deprived the participants of the competition of the right to appeal, and did not inform about changes in priorities in conducting the competitive selection. Then they demanded from Zelensky to dissolve the Supervisory Board of the UKF and cancel its decision.

In response, Oleksandr Tkachenko stated that a crisis regarding the system of management approaches had long been brewing in UKF. He also recommended the resignation of two members of the Supervisory Board: Oleksandr Suslenskyi and Ihor Tuluzov.

In June of the same year, Oleksandr Tkachenko appointed the executive director of the UKF. He became a specialist in public policy in the archival field and candidate of historical sciences. Vladyslav Berkovskyi. Berkovsky won the competition for this position.

In April 2023, the UKF announced that this year it lacked funds to finance cultural and artistic projects.
