The Ministry of Education and Science of Ukraine restored the formula principle in the distribution of budget funding between higher education institutions.

The amount of allocated funds will depend on five criteria, reported in the department.

In particular, the following indicators will be taken into account:

  • contingent of students – the number of budget students;
  • scientific practice and activity – the amount of funds per employee that ZVO earned from the provision of scientific and technical, consulting services or received in the form of grants for scientific developments;
  • internationalization – place in international rankings and participation in European Erasmus+ projects;
  • employment – ​​percentage of employed graduates (according to data from the Pension Fund);
  • regional coefficient – to support educational institutions of the most vulnerable regions (currently – frontline regions).

According to Deputy Minister of Education and Science Mykhailo Vynnytskyi, the formulaic approach is transparent and fair, because it reflects the results of the university’s activities.

“In this way, we are taking a step towards the implementation of an important principle of management in the higher education system – “money follows the student”. That is, state funding depends not on how much this or that higher education institution could potentially provide, but on the actual number of students who chose this university, having chosen the right to study at the expense of the state budget”, – added Vinnytskyi.

The formulaic approach of distributing funding between higher education institutions has been used since 2020. However, due to a full-scale invasion in 2022, it was put on hold.

We will remind you that the Verkhovna Rada is in the first reading supported the initiative to reform the higher education financing system. It provides that budget students of some specialties will receive a scholarship in the amount of the minimum salary.
