Rehabilitation aids can now be obtained free of charge without registering a disability and passing a medical and social examination (MSEK). The Ministry of Health explains how to do it. Why do you need rehabilitation aids? Disability allows a person who has lost some skills due to illness or injury to perform the desired action despite irreversible or long-term anatomical or other changes. However, they do not restore a person’s lost skills. For example, prostheses, wheelchairs, orthoses, etc. “If we talk about amputation, it should be understood that a lost limb cannot be returned. Instead, it is possible to return such a patient the ability to walk, run, and live a normal life with the use of a rehabilitation aid,” says the Ministry of Health. Rehabilitation aids can now be obtained free of charge without registration of disability. How obtaining a rehabilitation aid has been simplified. Previously, in order to obtain a rehabilitation aid for long-term use, it was necessary to go through a medical and social expert commission and the procedure for establishing disability. Now any patient who is undergoing rehabilitation can get the means without going through the commission directly at the medical facility. “The very process of determining a person’s need for rehabilitation is simple and quick. It begins at the first stage of working with the patient – during the initial examination, which is conducted by a multidisciplinary rehabilitation team,” the department says. Since 2014, in Ukraine, the appointment of medical aid for servicemen and other categories of persons is based on the conclusions of military medical commissions, and from 2022 – for civilians based on the conclusions of medical control commissions of medical institutions, regardless of whether they are disabled. After determining the need to use EDs, the following algorithm works: if the patient needs EDs for short-term use, during the provision of rehabilitation care in inpatient conditions, he must receive these tools in the rehabilitation department; if the patient needs prostheses, after determining the required type, the patient can independently choose the company that will manufacture them; A similar algorithm is used to provide patients with ED for long-term use, in particular, wheelchairs, orthotics, etc. What to do if the tool is broken? The duration of use of the rehabilitation aid depends on the need determined during the initial rehabilitation examination and the change in the person’s condition, which is determined during the next phased rehabilitation examination. If the improper technical condition of the rehabilitation aid is detected, it must be replaced as soon as possible with a similar one, if the need for its use remains. The Ministry of Health also notes that for the first time in the history of Ukraine, a social worker will be included in the multidisciplinary rehabilitation teams of medical institutions. The corresponding pilot project has already been launched in 19 hospitals where multidisciplinary rehabilitation teams work. “Please note that the doctor of physical and rehabilitation medicine is obliged to provide you with information about all manufacturers of rehabilitation aids or prosthetists-orthetists, with whom the medical facility has concluded relevant contracts.
