The Ministry of Health, after student outrage, announced possible changes to the Internship Regulations. Students are offered the right to choose their own specialty and place of internship from the approved list.

Priority will be given to those with the highest scores, reported at the Ministry of Health

March 11 on the ministry’s website made public the draft order, which provided for changes in the rules for admission to the internship. According to them, contract students could simultaneously apply for budget places and refuse them. At the same time, budget employees were to be assigned only to budget positions without the right to choose a specialty.

In response to the proposed changes on the website of the Cabinet of Ministers appeared a petition calling for a delay in entry, which cited violations of students’ rights. In 2 days, she gained the required number of votes.

After a public discussion of the innovations, the Ministry of Health decided to propose possible changes.

“Students will continue to stay free to choose a specialty, region and place of internship. However, both “budget workers” and “contract workers” who studied best for six years, passed the KROC-2 exam and have the highest rating will have the greatest opportunities to choose. That’s fair. Everyone will have a choice, because the state has enough vacant positions.” – said First Deputy Minister of Health Serhii Dubrov.

According to him, this year’s distribution will be taken into account real need of the state in doctors of certain specialties.

“Even if the graduate does not have enough rating points to choose the desired specialty based on the results of the distribution, he will be able to get it after completing the internship by studying in the cycle of secondary specialization.” – the message says.

Information on vacant positions in the regions will be sent to educational institutions by May 15.

If the graduate refuses the proposed options, he will be able to participate in redistribution next year.

At the same time, the ministry noted that the right to choose a place of internship outside the recommended list in 2022-2023 was temporary.

It was also noted there that the 2024 graduates of the budgetary form of education will not be forced to work 3 years after completing the internship.

At the same time, Serhiy Dubrov refuted the statement that this year’s budget graduates entered higher education without the condition of further distribution. According to him, as of 2018, regulations were in force that provided for the right to self-employment only in exceptional cases.

In particular, we are talking about the Graduate Employment Procedure, which was in effect from 1997 to 2022. According to it, the right to self-employment was granted:

• graduates with I or II groups of disabilities;
• pregnant women;
• a mother or father who has a child under the age of 3 or a child under the age of 6 who needs special care;
• a single mother or father who has a child under the age of fourteen or a child with a disability;
• wives or husbands of military personnel who serve under a contract in other regions;
• in case of admission of graduates of universities of I-II levels of accreditation to universities of III-IV levels of accreditation.
